Please read this entire notice carefully as it constitutes the only presolicitation notice anticipated to be issued for this requirement.
This is a synopsis for a planned construction requirement for 692-22-105 Renovate space in Buildings 217A and 218A for Outpatient Mental Health.
Paper copies and this notice will not be available. Requests for copies will not be honored. This notice and the anticipated solicitation are available publically for download via the System for Award Management (SAM) Contract Opportunities on SAM.gov under the notice ID 36C26025R0074.
General Information
This solicitation is being competed full and open, unrestricted as a request for proposals (RFP) under FAR part 15 procedures. The Department of Veterans Affairs Veterans Health Administration (VHA) Network Contracting Office 20 (NCO 20) anticipates making one (1) firm-fixed-price construction award based on a best value determination as a result of this solicitation.
Offerors wishing to submit a response to the solicitation are responsible for downloading their own copy of the solicitation, and for frequently monitoring SAM.gov Contract Opportunities for any amendments issued.
Offerors shall be actively registered in the System for Award Management (SAM), have completed the Representations and Certifications sections prior to submitting an offer, and be eligible to receive a contract award in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 4.11.
For an offer to be considered under this solicitation, offerors must submit all required information listed in the solicitation instructions posted to SAM.gov Contracting Opprtunies to the designated point of submission in the RFP by no later than the date and time set as the deadline for receipt of offerors. Late and incomplete offers may not be considered for award, pursuant to the terms and conditions in the posted RFP.
Project Description
The anticipated magnitude of this project IAW FAR 36.204 as supplemented by VA Acquisition Regulation (VAAR) 836.204 is between $5,000,000.00 and $10,000,000.00.
This project will alter, modify, and partially renovate Buildings 217A and 218A for Outpatient Mental Health to address infrastructure facility condition deficiencies and to improve utility infrastructure resiliency and capacity. Infrastructure work includes architectural, mechanical, electrical, plumbing, life safety, and structural renovation for Buildings 217A and 218A, covering approximately 11,500 gross square feet (gsf). The purpose of this project is to renovate space for Outpatient Mental Health to meet new design guidelines and expansion needs.
Further details, including specifications and drawings, will be provided in the RFP when released.
Solicitation Package
It is anticipated that the RFP will be posted to SAM.gov on or around the time frame between 2 July 2025 and 8 July 2025 and will be open for a period of at least thirty calendar days for responses.
An organized site visit is anticipated to be included in the details of the solicitation. VHA NCO 20 does not anticipating offering multiple opportunities or allowing individual site visits to be coordinated for this RFP.
Responses to the solicitation must be concise, contain all mandatory information, and be specifically directed to the specific solicitation requirements. Late submissions are NOT anticipated to be accepted unless the Contracting Officer determines that a valid exception applies pursuant to FAR part 15.
