AMENDMENT 0002: This amendment is issued to update the combined synopsis/solicitation for Hazardous Material Supply Operations (HMSO) at Fort Bliss, TX. The purpose of the amendment is listed on in attachment named "W56ZLW-26-Q-0003 P0002 Amendment - Combined Synopsis and Solicitation". All other terms and conditions remain unchanged.
AMENDMENT 0001: This amendment is issued to update the combined synopsis/solicitation for Hazardous Material Supply Operations (HMSO) at Fort Bliss, TX. The purpose of the amendment is listed on page 1 of the attachment named "W56ZLW-26-Q-0003 P0001 Amendment - Combined Synopsis and Solicitation". All other terms and conditions remain unchanged.
This requirement is set aside for competition among eligible SBA‑certified 8(a) participants. The applicable NAICS code is 562112 (Hazardous Waste Collection). Eligibility to compete is limited to 8(a) firms in the developmental or the developmental and transitional stages of the SBA 8(a) Business Development Program.
The Army requires a commercial Hazardous Material Supply Operations (HMSO) service to provide Fort Bliss with a centralized capability to receive, verify, store, track, control, and issue Government‑owned hazardous materials in support of installation logistics operations. The contractor shall perform same‑day intake and documentation of all hazardous material receipts, maintain safe and compliant storage and handling, and provide timely issuance to authorized customers. The service includes continuous accountability, inventory management, and reporting for all hazardous materials processed through the facility, ensuring compliance with federal, state, local, DoD, and Army environmental and safety regulations. This requirement is for non‑personal services and includes all labor, supervision, and management necessary to operate the hazardous material supply function as described in the Performance Work Statement (PWS).
