The Purchaser is seeking Proposals from qualified and experienced Proponents to provide grass cutting and grounds maintenance services for the South Windsor, Chatham, and Downtown Windsor campuses.
The campus locations are as follows:

The South Windsor and Downtown Campus locations shall be considered one (1) contract and will be awarded to one (1) successful Proponent. The Chatham Campus location will be considered one (1) separate contract and may be awarded to a different Proponent.
The term of the Agreement is intended to be for a period of two (2) years with the option for three (3), one (1) year extensions. This Agreement term is subject to approval by the Ministry of Public and Business Service Delivery (MPBSD) at this time due to its Interim Measures directive. If not approved, the Agreement will be intended for a period of two (2) years.
The initial contract is intended for the Spring/Summer/Fall of 2025 and 2026 with the option for three (3), one (1) year extensions for 2027, 2028, and 2029. The extension of the contract will be determined by the Purchaser at its sole discretion.
A Proponent may bid on providing services to the South Windsor and Downtown Windsor Campus locations only, the Chatham Campus location only or all campus locations. The Purchaser will evaluate the pricing for South Windsor/Downtown Windsor Campus locations separately from the Chatham Campus location. The Purchaser reserves the right to award one (1) Proponent for the South Windsor/Downtown Windsor Campus locations, one (1) Proponent for the Chatham Campus location, or one (1) Proponent for all locations.
The Preferred Proponent shall furnish all labour, equipment, and materials for the cutting and trimming of grass within the boundaries and the areas as identified on the maps provided within this RFP. The first cut shall be initiated by the Purchaser and the schedule listed below shall follow. Each campus is to be serviced as follows:

South Windsor Campus:

Zones 1 & 2; Estimated 30 cuts per season (assume weekly unless noted otherwise)

Zone 4; Estimate 4 cuts per season (will be completed on an as requested basis).

Downtown Windsor Campus:

TD Bank: Estimate 15 cuts per season (assume bi-weekly unless noted otherwise)

Chatham Campus:

Zone 1; Estimated 30 cuts per season (assume weekly unless noted otherwise)

Zone 2 (Golf Course Property); Estimated 15 cuts (assume bi-weekly unless otherwise noted).

Zone 3 (Polefield); Estimate 5-10 cuts per season (assume monthly unless otherwise noted).

Zone 4 (Farm Land); Estimate 3 cuts per season
The Preferred Proponent shall include three (3) applications of horticultural vinegar on all curb lines throughout the South Windsor Campus and the Chatham Campus, as well as three (3) application at all Downtown Windsor Campus buildings (TD Bank Centre, MediaPlex, and the St. Clair College Centre for the Arts) as indicated on maps provided within this RFP. The applications shall be done monthly. The first application shall take place in June, with subsequent applications happening monthly thereafter.
The Preferred Proponent shall supply material and labour for weekly bed/planter enhancement/maintenance work at the South Windsor, Downtown Windsor, and Chatham campuses. All tools and equipment necessary to adequately complete the described scope of work are to be supplied by the Preferred Proponent.
