Project Description

The City of Springfield Development & Public Works Department, Operations Division, is establishing a list of pre-approved, certified electricians for new construction, maintenance, and repair activities. The scope includes, but is not limited to, work in the public right of way and on public infrastructure requiring experience working on illumination and specialized traffic equipment.  This project is posted on OregonBuys.

Questions will be reviewed and responses will be posted to this website. If, in the opinion of the City, it is necessary to amend or supplement the Request for Quotes, an Addendum will be prepared, posted below, and notifications sent to all proposers that provided a valid e-mail address. A developer may also request to be added to the list for notifications by emailing Tamara Beschorner at tbeschorner@springfield-or.gov .

The City will make every reasonable effort to notify all proposers of Addenda, however, it is recommended that teams routinely check the website for updated information. The City is not responsible for any explanation, clarification, interpretation or approval made or given in any manner except by written Addendum issued by the City.

Addenda will not be issued within 72 hours of the RFQ response deadline without extending the RFQ deadline.

Addendum Number 2 to the Request for Quote RFQ 4077 for On-Call Traffic
Electrical Services
The City of Springfield is amending the above-mentioned Request for Quote, issued on January 5, 2026, to
formally re-open the bid process on January 30, 2026 with this clarification addendum. This Addendum is
hereby made a part of the original contract documents to the same extent as though it were initially
included therein.
1. Respondents must use the updated Bid Form attached to Addendum #1 when submitting
your bid. Submission of prior versions of the bid form will result in a determination of
non-responsiveness.
2. To be considered a responsive bidder, all line items on the Formal Quote Bid Form
attached to Addendum #1 must be completed. If a worker class is not available, or if
equipment is not owned or cannot be rented, “N/A” is acceptable. Do not leave any lines
blank.
3. All bidders who previously submitted a quote must resubmit their bid using the updated
Bid Form attached to Addendum #1, signed Addendum #1, and signed Addendum #2.
New bidders may also submit a bid during the reopened bid period.
4. All bids must be received by the revised deadline of February 6, 2026, at 2:00 PM PST.
Late bids will not be accepted.
The City shall make a reasonable effort to notify all individuals, firms, and corporations to whom the City
provided the initial Invitation to Bid and those individuals that attended a Pre-Bid meeting and provided
contact information on the sign-in sheet when addenda are issued. Failure of the Contractor to receive or
obtain such addenda shall not excuse them from compliance if awarded the Contract. The City is not
responsible for any explanation, clarification, interpretation, or approval made or given in any manner
except by written addenda issued by the City.
All Addenda issued are considered part of the specifications of the Invitation to Bid and, as such, are
incorporated into the Contract as specified in Section 104.02 of the Standard Construction Specifications.
By signing below, I acknowledge the receipt of the following Addenda documents and certify that the
specifications contained have been considered and incorporated into the bid as presented. No other terms
or conditions of the Invitation to Bid are changed as a result of this Addendum.
ALL BIDDERS MUST ACKNOWLEDGE THIS ADDENDUM BY SIGNING AND DATING THIS
DOCUMENT AND INCLUDING IT AS PART OF THEIR SUBMITTAL PACKAGE.
