Upon review of the IFB documents, Vendors may have questions to clarify or interpret the IFB in order to submit the best
proposal possible. To accommodate the Proposal Questions process, Vendors shall submit any such questions by the

PROPOSAL SUBMITTAL
Submit one (1) signed, original executed proposal response via the eVP portal (emails not accepted).
Late bids, regardless of cause, will not be opened or considered, and will be automatically disqualified from further
consideration. Vendor shall bear the sole risk of late submission due to unintended or unanticipated delay. It is the Vendors’
sole responsibility to ensure its proposal has been received as described in this RFP by the specified time and date of
opening. Failure to submit a proposal in strict accordance with instructions provided shall constitute sufficient cause to reject
a Vendor's proposal(s). Solicitation responses are subject to Sealed Bidding requirements.

PURPOSE
The Wake County Public School System’s (WCPSS) Instructional Services Department is seeking proposals from
qualified vendors to provide a comprehensive digital learning solution that supports credit recovery (post course failure),
objective recovery (in-course real-time), first-time credit attainment for North Carolina courses, and standardized test
preparation for grades 6–12.
The desired solution must support multiple instructional pathways, including:
● Credit recovery for students who have previously failed a course
● Objective/unit recovery for students needing real-time remediation within an active course
● First-time credit coursework aligned to North Carolina standards
● Test preparation for state and national assessments including EOG, EOC, PSAT, SAT, ACT, and PACT
● Multiple language delivery options
This initiative is designed to improve mastery of standards, increase graduation rates, and provide flexible, personalized
learning pathways for students across middle and high school.
BACKGROUND
For background purposes, The Wake County Public School System (WCPSS) is currently the largest school district in
North Carolina and the 15th largest in the United States. There are currently 203 schools in the district The requested
resource will support 41 Middle Schools and 37 High Schools. Additional information about the school system can be
accessed via the internet site at www.wcpss.net.
SCOPE OF WORK
● Vendor shall provide a district-wide license for all middle and high school CTE teachers
● Licenses shall be for 12 months, with unlimited student licenses for each teacher
● Vendor shall provide a district-wide license for grades 6–12 students and teachers
o Licenses shall be for 12 months with unlimited student enrollments per course
● Solution must support multiple instructional models:
o Credit Recovery Courses (NC aligned)
o Objective/Standard Recovery Modules (embedded or standalone)
o First-Time Credit Courses (NC high school and selected middle school courses)
o Test Preparation Modules (EOG, EOC, PSAT, SAT, ACT, PACT)
● Vendor shall provide flexibility in implementation models including:
o Self-paced learning
o Teacher-led instruction
o Blended learning environments
o Summer school and after-school programs
● Solution must include reporting tools for tracking mastery, seat time (if applicable), and standard-level proficiency
● Vendor shall provide implementation support and professional development
District Configuration:
● Approximately 41 middle schools
● Approximately 37 high schools
● Solution will be implemented immediately upon award. WCPSS reserves the right to extend the award for two
additional one-year terms at the district’s discretion.

○ College readiness prep (PSAT, SAT, ACT)
○ Objective recovery modules
○ Access to remediation pathways
○ Multiple language delivery systems
MINIMUM QUALIFICATIONS FOR THE PROGRAM
● The licenses shall provide an innovative, learn-on-demand platform
● Resources shall provide educators with access to pre-built, fully customizable courses
● Vendor shall have an established relationship and prior experience in teaming up with recognized specialists,
educators, and publishers nationwide to create quality, accurate and appropriate content in efforts to retain
student interest and facilitate learning
● Platform must be an online, learn-on-demand system accessible 24/7
● Must include fully developed, standards-aligned courses aligned to NC Standard Course of Study
● Must allow for mastery-based progression with flexible pacing
● Must support credit recovery as well as first-time credit instruction
● Must include embedded assessments and diagnostic tools for placement and progress monitoring
● Must provide test preparation aligned to NC and national assessments
● Content must be regularly updated to reflect current standards
● Vendor must demonstrate experience partnering with districts of comparable size
● Must include intervention supports for struggling learners
TECHNICAL SPECIFICATIONS
All vendors must complete the WCPSS Technical Questionnaire and sign the WCPSS Data Confidentiality Security
agreement as presented, without any alterations, redlines, or modifications before being considered.
