Contract Terms:
This is a two (2) year contract for supply of couplings, restraining devices, and the related gaskets
for the Department of Water and Sewer, and all Jefferson Parish agencies and municipalities.
Warranty:
Products shall be warranted that they are manufactured in accordance with the applicable material
specifications and are free from defects in workmanship and materials for one year after delivery.
Any defective items sold under this contract shall be replaced at no cost to the purchaser.
General Specifications:
This specification is prepared for a two (2) year contract for a supply of couplings, restraining
devices and related gaskets for the Parish of Jefferson, Department of Water and Sewerage, East
and West Banks.
The quantities shown on the proposal guide are approximate quantities to be acquired by Jefferson
Parish over a two (2) year period. Actual usage will be on an “as needed” basis.
Bid price shall include all freight and delivery costs to Jefferson Parish warehouse locations on the
East and West Banks of Jefferson Parish.
“The Parish Attorney’s Office with the concurrence of the Director of Risk Management have
waived the Auto Liability insurance requirements for this Bid.”

The successful bidder shall not substitute any items on this bid throughout the two (2) year period
without the written consent of the Jefferson Parish Engineering Dept.
All pertinent technical specifications and literature may be required upon request. Should technical
specifications and literature be requested, bidder(s) will be required to submit said technical
specifications and literature within ten (10) days of the request.
Wherever a brand name, make, manufacturer, model, or catalog number is specified, it is used only
to denote the quality standard of product desired and does not restrict bidders to that brand or
manufacturer. Such references are intended solely to convey the general style, type, character, and
minimum quality of product required. Equivalent products may be acceptable if, in the Parish’s
sole discretion, they meet all specifications and project needs. Required documentation for
proposed equivalents shall be submitted in accordance with these specifications.
Technical Specifications:
1. Steel Body Transition Couplings 2"-24" (Non-Restrained):
Coupling shall accommodate pipe offset up to 7/16", pipe deflection up to 8 degrees, and
pipe gaps up to 7.5.
Coupling shall join pipes with difference diameters up to 1.30" (2.10" in the 16" size).
Coupling shall be of the long pattern design and meet or exceed AWWA C-219 and be
NSF 61 approved.
Couplings shall have a working pressure of 260 PSI with a maximum test pressure of
390 PSI with a 1.5:1 safety factor.
• Material:
Transition couplings shall have a lightweight middle ring that is properly flanged
with confined steel followers. Transition coupling shall have an epoxy coating of
10-12 mils in thickness.
• Follower Track (Spanners):
Follower track (spanners) shall be type 304 stainless steel with two (2) type 304
stainless steel carriage-type, compression bolts and nuts with corresponding
stainless steel retainers (one at each end) located on the top of the coupling. Nuts
shall be coated to prevent galling.
• Gaskets:
Gaskets shall be wide range, multi-layered EDPM peel-off hydraulically pressure
assisted, superior dual seal gaskets (seals mechanically and hydraulically) for
permanently sealed joints.

• Assembly:
Coupling shall be totally assembled as in integral unit having stab-on feature, with
bolts staved to prevent disassembly and required no disassembly during
installation.
Coupling shall be "Hymax" or approved equal.
2. Ductile Iron Body Transition Couplings 4"-12" (Non-Restrained):
Coupling shall accommodate pipe deflection up to 8 degrees (4 degrees on each end).
Coupling shall have an extended range up to 1.25".
Coupling coating shall be center ring fusion bonded epoxy in accordance with AWWA
C213 and NSF 61 certified. End rings shall be e-coated epoxy.
Couplings shall have a working pressure of 260 PSI.
• Material:
Transition coupling components (end rings, center ring, and bolt guides) shall be
ductile iron, meeting or exceeding the requirements of ASTM A536, Grade 65-45-
12.
• Follower Track (Spanners):
Follower track (spanners) shall be type 304 stainless steel with two (2) type 304
stainless steel carriage-type, compression bolts and nuts with corresponding
stainless steel retainers (one at each end) located on the top of the coupling. Nuts
shall be coated to prevent galling.
• Gaskets:
Gaskets shall be formed from virgin nitrile butadiene rubber (NBR) compounded
for water and sewer service in accordance with ASTM D2000.
• Assembly:
Coupling shall be totally assembled as in integral. End rings shall be segmented
and joined with an integrated hinge.
Coupling shall be MacroTM by Romac or an approved equal.
3. Flanged Coupling Adapters (Non-Restrained):
Adapter shall meet or exceed AWWA c-219 and be NSF 61 approved, but shall have one
compression end with one nut and bolt, and one flanged end which complies with
AWWA C-207-94 or ANSI B16-5.
Please note that the 2" flanged coupling adapter shall be available in 2" oval meter
flanged size.

Flanged coupling adapter shall be "Hymax Flanged Adapter" or an approved equal.
Note to Vendor:
The coating system for all restraining devices shall be mega bond by EBAA Iron, Inc. or an
approved (factory applied, fusion bonded epoxy) equal.

For PVC pipe, the flange adapter shall have a pressure rating equal to the pipe.
For ductile iron pipe, the flange adapter shall have a safety factor of 2:1 minimum.
The flange adapter shall be UL listed 3"-12" for above and below ground use on schedule
40 steel pipes, and below-ground on all classes of listed ductile iron pipe.
The flange adapter shall be FM approved for use on C-900 Class 150 (DR-18) and class
200 (DR-14 PVC pipe, 4"-12", and on all classes of listed ductile iron pipe, and for above
ground flanged pipe systems (treatment plants, pumping stations, or underground).
• Restrained Gland And Gasket Ring:
The flange adapter restrained gland and gasket ring shall be made of grade 60-42-
12 ductile iron, which exceeds the minimum requirements of ASTM A-536-84, and
shall have flange bolts circles that are compatible with ANSI/AWWA C-115/1-
21.15. The flange adapter gasket ring shall be fusion-bonded epoxy coated inside
and out.
• Flange Adapter Restraint Ring:
The flange adapter restraint ring shall consist of a plurality of individual actuated
gripping wedges to maximize restraint capability. Torque-limiting actuated screws
shall be used to ensure proper initial set of the gripping wedges.
• Assembly:
The flange adapter shall be capable of deflecting during assembly, or permit lengths
of pipe to be field cut to allow a minimum of 0.6" of gap through 2.0" of gap
(depending on pipe diameter) between the end of the pipe and the mating flange
without affecting the integrity of the seal.
