Aerial Orthoimagery and Oblique Imagery Services

The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Thursday, August 13, 2026 at 2:00 pm (local prevailing time).

The purpose of this Invitation for Bids (IFB) is to solicit bids form qualified vendors to provide high-resolution digital orthophotography, oblique imagery, and associated subscription-based services to support the City's Geographic Information System(GIS), public safety operations, infrastructure management, and general government functions.

Since 1995, the City of Newport News has maintained a succession of aerial imagery acquisition agreements to support its GIS program. These datasets serve as authoritative base maps and visual reference layers used across the majority of City departments, shared with contractors and consultants, and made available to the public through various map viewer applications.

The City’s current imagery subscription is expiring, and the City is seeking a replacement provider capable of delivering current-generation ortho and oblique imagery with enhanced cloud delivery, ESRI integration, disaster response capabilities, and expanded analytical tools.
