This is a Pre-solicitation Notice, as required by FAR 5.201, regarding a proposed contract action. The United States Air Force (USAF) Life Cycle Management Center intends to award a sole source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to The Boeing Company for the F-15 Eagle Weapon System. This contract, known as F-15 Eagle Crest, will encompass aircraft production, integration, modernization, upgrades, retrofits, and sustainment activities. The scope includes hardware and software design, development, and integration; subsystem and component production; studies and analyses; program management; modification kit installation; future enhancements; and product support for the F-15 weapon system. The contract will support both USAF and Foreign Military Sales (FMS) customers.
The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
This synopsis does not constitute an Invitation for Bids (IFS) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level.
