LEMOYNE COMMUNITY CENTER PROJECT NOS. LS 25-11 & LS 26-47

INVITATION FOR BIDS
The Redevelopment Authority of the County of Washington (RACW) will receive design/build
proposals on behalf of the LeMoyne Community Center for the LEMOYNE COMMUNITY CENTER
PROJECT NOS. LS 25-11 & LS 26-47 until 10:00 A.M., prevailing time, on August 14, 2026, at its
office, 90 West Chestnut Street, Suite 700, Washington, Pennsylvania 15301.
Design/build documents are available electronically at no charge by emailing redevelopment@racw.net
or calling 724-228-6875. Hard copies are available at RACW, 90 West Chestnut Street, Suite 700,
Washington, PA 15301 for a non-refundable payment of $35.00, or mailed for a payment of $42.00.
Checks will be payable to RACW. Only bid documents received from RACW will be accepted.
A non-mandatory pre-proposal meeting will be held at 10:00 A.M. on August 4, 2026 at the LeMoyne
Community Center, 200 Forrest Avenue, Washington, PA 15301.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the
Contract Documents must be paid on this project; that the Contractor must ensure that employees and
applicants for employment are not discriminated against because of their race, age, color, religion, sex,
national origin, or handicap.
The LeMoyne Community Center reserves the right to reject any or all proposals or to waive any
informality. Proposals may be held by the LeMoyne Community Center for a period not to exceed forty-
five (45) days from the date of opening of proposals for the purpose of reviewing the proposals and
investigating the qualifications of teams, prior to awarding the contract.
In no event will the LeMoyne Community Center consider a team as eligible if they cannot initiate the
work under the contract within 15 days of the contract execution and proceed to the successful
completion of the work within 180 consecutive calendar days of the Notice to Proceed.
