USED OR REFURBISHED EQUIPMENT IS UNACCEPTABLE. REQUEST FOR PROPOSALS
CUSTOM BUILT AMBULANCE
INTRODUCTION
Tift County, Georgia (the "County") and Tift County Fire/Rescue ("EMS Division") are soliciting proposals for a
Custom Built Type I Ambulance, meeting the specifications outlined in this RFP. All equipment shall be new and
of current design and manufacture. Used or refurbished equipment is unacceptable. The county's overall goal in
soliciting these proposals is to identify the most responsible and capable vendor that meets the requirements
indicated in this proposal request at a reasonable cost.
PROPOSAL INFORMATION
All proposals must be properly signed, sealed, and submitted with original and two (2) copies in a sealed
envelope to be contained inside of an exterior envelope addressed to Tift County Board of Commissioners, 225
North Tift Avenue, Tifton, Georgia 31794, Attn: County Clerk, and received no later than 10:00 A.M. on Friday,
August 28, 2026. Proposals received after said time will not be accepted. At the discretion of the County, and in
conformity with the applicable provisions of Georgia Law, the County may afford proposers an opportunity for
subsequent discussion, negotiation, and revision of Proposals. The County reserves the right to reject any or all
Proposals and to waive any technicalities or informalities.

Any references to manufacturers or brand names are for reference purposes only and are not intended
to exclude products from other manufacturers. These specifications address specific requirements together
with certain details as to finish, material preferences, equipment, and appliances with which the successful
bidder must conform.
Tift County has prepared the following specifications and guidelines. It is the intent of the county to purchase
one (1) ambulance. Tift County reserves the right to provide its own chassis and equipment.
The bidder shall be responsible for ensuring that the elements contained within the specifications are sound,
safety-conscious, and functional. The ambulance shall meet all applicable guidelines established by the
Commission on Ambulance Accreditation (CAAS). These specifications are specific in some areas regarding the
organization standards required.
All items and components found within this document are currently available by all manufacturers and on the
open market. The Purchaser may add the statement "No Exception" to a component or design feature in these
specifications. However, in the interest of fleet conformity or specific performance requirements, the Purchaser
will not permit exceptions to these items.
Bidder's Responsibility and Qualifications
The intent of this section is to ensure single source responsibility for all equipment proposed by the bidder.
It is not the intent of these specifications to call for an unusual or experimental vehicle. Such proposals are not
acceptable. Therefore, as proof of the ability to manufacture vehicles of the type called for in these
specifications, the bidder must be able to show that they have manufactured at least ten vehicles of the "type"
specified herein within the last two years. These specifications shall serve as a base specification and are not
meant to prevent a manufacturer from exceeding this specification as a part of their normal construction
process.
The bidder shall supply a list of agencies that have purchased a cumulative total of 10 vehicles of the "type"
specified herein. This list will contain the name, contact number, type of unit and purchase date of the vehicle on
the form supplied.

Pre-Construction Meeting
A pre-construction meeting will be scheduled prior to construction beginning. This meeting will take place with
the vendor and Tift County representatives. This meeting will be scheduled after the award of the bid.
Completion Inspection
Once the unit reaches 100% completion, Tift County will be notified and arrangements for a final inspection
confirmed. The final inspection will be completed by three (3) representatives from Tift County. If this inspection
takes place more than 300 miles from Tift County, then transportation by air may be required. Lodging, meals,
and air fare (if needed) shall be included.
Approval Drawings
Drawings shall be returned with the bid submission and shall depict the ambulance showing views of the
right, left, front, rear, and top. Drawings shall list compartment dimensions, wheelbase lengths, over all
vehicle length and height, and where fixed equipment is mounted.
Warranty
All bidders shall state the length and terms of warranty of the completed apparatus. The listing shall be broken
down into the apparatus body, chassis, paint, electrical, and any additional equipment added. State Warranty
Terms on the form provided.
Service Requirements
This bid requires the successful bidder to have a fixed service facility and/or mobile service capability. This
service capability shall be available within 24-hours of request at either the fixed location or with mobile service.
Once a service request is made a scheduled service call shall be arranged with a factory authorized
representative of the manufacturer or the OEM. Any service technician from the manufacturer shall be certified
as an Emergency Vehicle Technician.

Tire Pressure Monitoring System:

Air Horns:
Dual air horns, controlled by the steering wheel horn control.
Air horns to be punched into the front bumper or mounted below and supplied by the OEM compressor and air
storage tank.
No floor-mounted siren switches.
Anti-Theft:
The unit shall be equipped with an anti-theft device, locking out the transmission, to prevent unauthorized
persons from moving the parked unit.
Hidden Unlock Switch:
To be installed in accessible, inconspicuous location between hood and front grill of apparatus.
High Idle:
A high idle system will be installed and controlled via switch mounted in the cab. The system will increase the
engine speed to a preset RPM for increased alternator output. See ambulance prep package.
Seating:
Bucket seating. All seats shall be high back style, gray in color, vinyl and equipped with three-point belts.
Battery Charger:
There shall be a 40 AMP minimum charger installed and connected directly to an auto eject shoreline plug.
Back-up Alarm:
An electronic back-up alarm shall be supplied. This alarm shall sound a minimum of 97 dB and wired to engage
when the transmission of the unit is in reverse.
12Volt Outlet:
Two (2) 12 Volt outlets shall be installed in the passenger position of the cab.

Cab Mounted Unit Console:
A control console shall be designed and mounted in the cab. This console shall blend with the flow of the dash
and not take away from features offered by the OEM.
The console shall be mounted between the bucket seating.
Design shall hold two (2) electronic sirens and one (1) Motorola APX 4500 P25 Radio (recessed)
Kussmaul 2 port USB.
Include access to 12 v power for power supply.
Install Ram iPad mount (Tift County Supplied)
Front Bumper:
Shall be a single piece unit with punch-out for air horns.
Full bumper replacement with brush guard

360 degrees View Camera System:
The apparatus shall be supplied with a back-up camera. The camera shall be mounted on the rear of the
apparatus body in a manner that will provide a view of the area behind the apparatus.
The camera shall engage and transmit to the monitor when the apparatus is placed in reverse.
The system shall have cameras mounted on each side for side views. Cameras shall be mounted on mirrors or
other suitable location for viewing sides of vehicle which activate with turn signals.
All cameras shall transmit to a monitor mounted in the cab within view of the driver.
Module/Body Requirements
Type I - 14' Module Side-Door-Forward configuration.
Module length 167" Minimum
Bulkhead with window required.
Drop Skirt on both sides of the module.
Module Electrical System:
120 V generator-powered electrical system independent of the chassis electrical.
Power source:
Onan 5.5 kw gas generator. Shall be installed in generator compartment at right/rear (Curbside) of vehicle.
Generator Fuel Source:
System requires second apparatus fuel (gasoline) tank of minimum 10 gallons with separate fill
neck and lockable cap.
Generator hour meter digital display, located on the chassis console.
Controlled by any of three (3) Start/Stop Gensets:
Located in chassis console.
Located at Action Wall.
Located in module at rear door opening.
Shore Power:
30 AMP Kussmaul Auto Eject with cover, mounted on front wall.
Electrical Compartment:
Dedicated compartment for all module electrical connections. Each circuit and components shall be clearly
identified via labeling and schematic affixed to compartment door.

Module Heating and Cooling:
120V Self-Contained Air Conditioner unit independent of chassis A/C. Shall be mounted at rear of module on
driver side, above Driver Side Rear Compartment (Left 4).
120 V Self-Contained Module Heater. Shall be mounted on floor below Action Wall Counter, and to right rear of
Captain's Chair. Unit shall be independent of chassis heating system.
A/C Unit and Module Heater shall have capability to be powered by 30 Amp shore power. Thermostat (s) shall be
mounted on Action Wall Panel.
Module Roof Accessories:
Tift County will provide two (2) antennas for mounting during the construction process. Coax shall terminate in
the vehicle cab. One antenna is a 800 MHz, the second is a Cradlepoint CP-1012-1-PAN 5 in 1 dome or similar.
Floor Construction:
Non-wood composite with "lonplate II" covering or equal.
Floor Color:
Gray
Carbon Monoxide monitoring:
Required in the module.
Counter Tops:
Stainless Steel.
Interior Lighting:
Ten 10 minimum LED interior module lights.
Spaced evenly from front to rear.
Switched in action area and upon rear/side door opening. High/low intensity capable.
Cot System:
Stryker Power Load system, center-mounted floor plate.
Suction system:
Laerdal Suction Unit (Tift County provided), Laerdal Bracket Part Number # 782610, provided by OEM to be mounted in the
attendant's seat area.
Fenderettes (if required):
Polished aluminum on module.
Fuel Fill/DEF Protection:
Stainless steel fill protector with stainless drip overfill panel below fill opening.
Sound Deadening/Thermal Protection:
Acoustic and thermal coating/insulation shall be applied to all roof, wall and floor areas.
Rear Entry Doors:
Opening approximately 50" Wide X 60" High.
Side Entry Door/Curbside:
Opening approximately 80" High x 31" Wide.
Oxygen System:
The County supplied "M" cylinder will be in the Left 1 (street side) compartment.
Oxygen regulator supplied by OEM for "M" cylinder.
One CAST Products Oxygen Brackets model OA-1101-D-1 (mounted in L-1 Compartment)
Three (3) oxygen outlets provided on the interior of the module, one (1) - on street side in the action area, one
(1) - on the curb side above the squad bench, and one (1)- in the ceiling area near the head of the cot.

Squad Bench:
Positioned on the curb side. Designed for 2 passengers, upright seating with 6-point restraints, or for one (1)
supine patient.
Restraint device for both upright and supine use.
Sharps/Trash:
Medplus Services 5-quart wall mounted sharps container mounted at front and rear of module. Location
determined at Pre-Construction meeting.
Secured trash container with Lexan lid installed between Front Inside/Outside Cabinet and Bench Seat,
recessed into space below.
Attendant Seat/Captain's Chair:
One (1)-Rear facing seat, located at the head of the patient cot.
Pedestal base that will swivel.
Equipped with an integrated child seat.
Four-point seat belt restraints.
CPR Seat:
Installed on the street side with direct access for patient care.
Framed and padded for the protection of attendant with belted seating with 6- point restraint. It shall contain a
latching lid to access storage below seat.
IV Hangers:
Recessed into the ceiling.
Glove Dispensers:
One 4-box dispenser mounted on back wall between bench seat and back door.
One 4-box dispenser mounted at front wall of module.
Dispensers shall have polycarbonate access panel with cut out.
Head Knockers:
Installed at side door and rear doors. Rear door knocker shall have digital clock installed in center.
Forward Side Door Configuration - Interior Compartments (Dimensions are approximate):
Interior Cabinets to be included with this configuration and have re-stocking feature.
Front Wall Cabinet with opening facing side entry door -Shall contain Knox Medvault Model # 5540 Recessed Narcotics
Safe (Upper), Refrigerator recessed below Medvault to store cold drugs. Stacked cabinet with three (3)
adjustable shelves mounted below the refrigerator, with Lexan doors. Knox Medvault Model # 5540 Recessed
Narcotics Safe and refrigerator will require 120 V power.
Squad Bench Cabinets - Triple -Approximate Size 35" W x 10" H x 7" D
Cabinet above CPR Seat - Approximate Size 35" W x 10" H x 7" D
Pass Through Cabinet - Inside-outside with Lexan door. Located between side door and squad bench.
Approximate size 50" W x 34" H x 21" D, with one (1) adjustable shelf. One (1) hospital-grade power strip
mounted on the side wall.
Cabinet Above Front Inside Outside Cabinet - Approximate size 33" W x 18"H x 12" D
Clear/Acrylic Pocket Style Organizers:
For easy access to various supplies. Mounted outside of cabinets and walls.

Lighting & Emergency Warning Package:
All warning lights, style, and placement shall follow current CAAS standards and shall be LED &
RED in color.
Upper Front:
Seven red Whelen M9 9" warning lights are mounted directly to the module to serve as the forward-facing
emergency system. The specific location will be determined at the pre-construction conference.
Upper Front:
Two (2), Amber, turn arrows shall be mounted below the emergency warning lights to indicate to
approaching drivers if the unit is turning.
Lights shall be activated with the OEM blinker.
Upper Side (Right/ Left) Zone:
Two (2), red, Whelen M9 9" warning lights on each side of apparatus body. One each mounted front and rear.
Two (2), red, matching 9" LED scene lights placed on body, in-board of the warning lights, switched in cab
and operated with compartment door opening.
Whelen Pioneer Plus Dual Panel (Surface) LED Scene Light switched in cab.
Upper Rear Zone:
Four (4), red, Whelen M9 9" warning lights, two (2) on each side of module body, as high on panel as possible.
Two (2), red, mounted right and left.
Two (2) LED scene lights placed on rear of body, switched in cab and operated with rear door opening.
Whelen Traffic Advisor, mounted above the read doors.
Lower Side Right/ Left) Zone:
One (1), red, on front fender.
One (1), red, over the rear wheel.
Lower Front: (On Brush Guard)
Four (4) red LED mounted to the provided brush guard. Alternating flash pattern.
16" Brow/Bar light mounted top/middle of brush guard.

Underbody ground lighting:
Shall be installed to light under the module. These lights shall be LED and switched from cab, and with the
opening of the compartment or module doors.
All associated marker lighting, tag light, ground lighting, to be LED and mounted as required by DOT.
Sirens:
Two (2) electronic sirens. One of the sirens shall be Federal e-Q2B. Siren controller will be a Federal Signal Pathfinder
P/N PF400Q. Speakers mounted in front lower portion of front brush guard between the grill and brush guard.
Additionally, a Federal Rumbler low frequency speaker shall be tied to one of the sirens, determined at pre-
construction conference.
Cab & Body Paint/ Stripe:
All surfaces shall be prepped and treated to protect from failures in the painted surface. The use of
sealer/primer, base coat and clear coat shall meet current standards for body painting.
The cab and module shall be painted GREY over RED.
Paint Code Grey: AKZO FLNA96920 or equal
Paint Code Red: Match to Chassis Red
Tift County will provide the specifications for lettering style, font and material to the successful bidder. A sample
unit will be made available at the pre-construction meeting if held in Tift County. Allow for up to 50 letters per
side of reflective lettering. Three (3) reflective medical star of life emblems. Two (2) door logos.
Striping:
A 6" wide 3M brand Scotchlite #680-10 reflective stripe shall be affixed to the perimeter of the vehicle. - black
shadowing. The side stripe shall be applied in a straight line all the way down both sides of the unit. To be determined
at the pre-construction conference.
6" Red/Yellow chevron striping. The entire rear portion of the body shall have 3M Diamond Grade reflective red
and yellow striping installed. The chevron style striping shall be applied at a 45-degree upward angle pointing towards
the center upper portion of the rear panel.
6" Red/Yellow chevron striping is required and shall be on the inside of the rear doors and the curbside
module door. Striping designed on the lower one-half of the doors.
Placards - Qty. 4:
Drop-in two-sided placards, painted to match the truck, are mounted one on the front, one on the rear, and
one on each side to display SQUAD 3 on one side and Out of Service on the other. Specific details and
location will be determined at the pre-construction conference.
Dealer Supplied Equipment to be included per unit:
Tift County reserves the right to purchase all equipment and drop ship to the manufacturer.
Two - Self Contained Breathing Apparatus (SCBA) mounting brackets, Scott brand SCBA 2216 PSI cylinder,
mounting location to be determined at pre- pre-construction conference.
One - ABC Fire Extinguisher, 20 lb. with vehicle mounting bracket. Mounting location to be determined at pre-
construction meeting.
One - Water Can Extinguisher, with vehicle mounting bracket. Mounting location to be determined at pre-
construction meeting.
One - CAST Products Oxygen Brackets model OA-1101-D-1
One Technimount Cardiac Monitor Mount Part Number # 210 11-PC15-HD, installed with appropriate spacing block to clear action
area counter top.
