ADDENDUM 1: Responses to Questions

Question 1: The RFP currently offers four selections: Partnership, Corporation, Limited Liability
Company (LLC), and Individual Doing Business As. Our organization is a nonprofit. Is there an
accommodation for nonprofit entities, or would we simply select 'Corporation' to reflect our
status?
Answer: If your organization type is not reflected in Attachment A: Respondent
Information Form, entities can type or write in the appropriate organization type.
Question 2: Could you help us understand the pros and cons of submitting separate proposals
for each service category versus a single, bundled proposal covering multiple categories?
Answer: Dependent on the number and quality of Responses received, NCPA and the
evaluation committee will determine the number of agreements needed and may
prioritize entering into Agreements with Respondents that offer multiple services. NCPA
may enter into Agreements with multiple Respondents to ensure coverage of all needed
services. Respondents should include any services that they are interested in providing
and qualified to provide.
Question 3: The solicitation document references Exhibit C – Certification as to California
Energy Commission (p. B-8). Is this applicable as there is no Exhibit C included in the solicitation
materials?
Answer: The reference to “Exhibit C – Certification as to California Energy Commission”
within the template agreement is inadvertent, and Exhibit C will not be required for the
services covered by the RFP.
Question 4: The Types of education and outreach included on page 3 of the solicitation includes
"Advisory services for customers." Would services that support the deployment of zero-

emission vehicles/infrastructure and/or planning activities to support the transition to a zero-
emission fleet be considered advisory services?
Answer: “Advisory services for customers” encompasses responding to general
customer inquiries pertaining to any of the topics listed in Section 2. Scope of Services,
which includes zero-emission vehicles and infrastructure. Advisory services, as
contemplated by the RFP, do not include assistance with the design or implementation
of a specific project.
