The City of Tega Cay reserves the right without prejudice to reject, in whole or in part, any and
all bids received, to waive any technicalities, or to award bids in a manner determined to serve
the best interest of the City. Such rejection or waiver shall be accomplished in any manner
necessary to serve the best interest of the City. It also reserves the right to be the sole judge of
the responsiveness and responsibility of any and all bids for use by the City.
The City of Tega Cay reserves the right to reject or otherwise disregard, in whole or in part, any
ambiguous bids or bids which are uncertain as to terms, delivery, quantity, or compliance with
specifications.
BID PURPOSE AND DESCRIPTION
The City of Tega Cay is seeking bids from qualified manufacturers and vendors for the supply
and delivery of emergency bypass pumping equipment for use within the City's wastewater
collection system. Proposer must submit two (2) sealed hard copies of their proposal. Proposals
must be received at the City of Tega Cay administrative office located at 7725 Tega Cay Drive,
Tega Cay, SC 29708 by 2:00 PM on Tuesday, August 25th, 2026. Qualifications received after
this date and time shall be returned unopened.
The bypass pumping equipment will be used to support wastewater operations during pump
failures, mechanical breakdowns, planned maintenance activities, rehabilitation projects, and
power outages. The intent of this procurement is to provide the City with reliable equipment
capable of maintaining wastewater service and reducing the potential for sanitary sewer
overflows during these events.

Bids shall be submitted in accordance with the requirements and specifications contained in this
Request for Bids (RFB). The City seeks to obtain equipment that meets the operational and
performance standards outlined herein.
This solicitation is intended to provide an open and competitive procurement process. No
specific manufacturer, brand, or model is required. Manufacturers and vendors offering
equipment that meets or exceeds the specifications contained in this RFB are encouraged to
submit a bid for consideration.
The successful bidder shall provide all equipment, accessories, documentation, and related
materials necessary to furnish one complete bypass pump package in accordance with the
requirements of this RFB.
SCOPE OF SERVICES
The successful bidder shall furnish all labor, materials, equipment, documentation, training,
commissioning, and related services necessary to provide the bypass pump package in
accordance with the requirements and specifications set forth herein.
The successful bidder shall deliver, unload, place and position the bypass pump on the prepared
concrete pad at the location designated by the City. The City will be responsible for all
remaining installation, including piping, valves, fittings, electrical connections, controls, and
final system integration.
The bypass pumping equipment shall be designed and manufactured for emergency municipal
wastewater applications and shall be capable of reliable operation under conditions including,
but not limited to, the following:
* Wastewater pump station failures;
* Mechanical or electrical equipment malfunctions;
* Planned maintenance, repair, and rehabilitation activities;
* Power outages and other utility service interruptions; and
* Temporary bypass operations necessary to maintain continuous wastewater collection
and conveyance system operations.
All equipment furnished under this solicitation shall be new, unused, and of current production
design. Demonstration units, refurbished equipment, remanufactured components, or previously
installed equipment shall not be acceptable. The equipment shall be the manufacturer's latest
standard model meeting the specified operational and performance requirements.
TECHNICAL SPECIFICATIONS
The bypass pump system furnished under this solicitation shall meet or exceed the following
minimum requirements.

A. Hydraulic Performance
1. Bypass pump system shall be capable of delivering a minimum of 1,500 gallons per
minute (GPM) at a Total Dynamic Head (TDH) of 106 feet while operating with a
maximum static suction lift of 20 feet.
2. Bidders shall submit certified pump performance curves demonstrating that the proposed
pump meets the required flow, TDH, and suction-lift conditions.
3. Pump shall be designed for municipal wastewater service and shall be capable of
handling solids and debris commonly encountered in wastewater collection systems.
4. Pump shall be capable of operating dry during the automatic priming cycle and during
temporary loss-of-prime conditions without damage to the pump, mechanical seal,
bearings, or other internal components.
B. Pump Construction
1. Pump casing shall be constructed of cast iron.
2. Impeller shall be of a non-clog design suitable for municipal wastewater service.
3. Pump shall be capable of passing a minimum 3-inch spherical solid.
4. Mechanical seal shall be oil-lubricated.
5. Pump shall be designed for continuous pumping of raw municipal wastewater without
clogging or excessive wear.
6. Pump shall be capable of passing wipes, rags, and other stringy and fibrous materials
commonly encountered in municipal wastewater collection systems while maintaining
reliable operation.
C. Engine Requirements
1. Engine shall be liquid cooled.
2. Engine shall comply with applicable EPA Tier 4 Final emissions requirements.
3. Engine shall be capable of continuous operation at the specified duty point.
4. Engine shall have automatic shutdown protection for:
* High coolant temperature;
* Low oil pressure; and
* Overspeed.
5. Engine shall be equipped with 12- or 24-volt electric starting system.
6. Battery shall be maintenance-free.
D. Suction and Discharge Connections
1. Pump shall be furnished with suction and discharge connections suitable for the proposed
pump and capable of meeting the specified hydraulic performance requirements.
2. Connections shall be compatible with standard municipal bypass pumping equipment and
accessories.
3. The successful bidder shall provide all manufacturer-standard flanges, adapters, gaskets,
and connection hardware necessary to connect the pump's suction and discharge
openings to the City's piping system. The City will provide and install all remaining
piping, valves, fittings, reducers, couplings, and related installation materials.

E. Fuel System
1. Pump units shall be powered by diesel engines.
2. Fuel tank capacity shall provide a minimum continuous operating duration of 24 hours
when operating at full load conditions.
3. Fuel systems shall comply with all applicable federal, state, and local environmental and
safety regulations.
4. Fuel tank shall include a lockable fuel fill cap and an externally visible fuel level gauge.
F. Enclosure Requirements
Pump package shall be provided with a protective enclosure incorporating the following features:
* Sound-attenuated construction designed to minimize operating noise;
* Weather-resistant construction suitable for outdoor use;
* Access panels or doors to facilitate routine inspection and maintenance activities.
G. Float Control System
1. Pump system shall include an independent float control system capable of the following
functions:
* Automatic pump start;
* Automatic pump shutdown;
* Adjustable operating set points;
* Reliable operation during unattended service conditions.
2. Float system requirements shall include:
* Minimum quantity: 2 floats;
* Float cable lengths appropriate for the intended installation;
* Corrosion-resistant materials suitable for wastewater applications.
H. Automatic Operation
Bypass pumping equipment shall provide the following operational capabilities:
* Automatic start functionality;
* Automatic shutdown functionality;
* Manual override controls;
* Automatic restart upon restoration of normal operating conditions.
I. Base Frame and Fuel Tank Assembly
1. Pump assemblies shall be mounted on a heavy-duty structural base incorporating an
integrated diesel fuel tank suitable for transportation and field deployment.
2. Base frame shall provide structural support for the pump, engine, and accessories while
serving as the fuel reservoir.
3. Assembly shall incorporate lifting provisions designed to permit safe loading, unloading,
and positioning of the equipment.
4. Integrated fuel tank shall be constructed of welded steel, sized to provide the minimum
runtime specified herein, and listed or labeled in accordance with UL 142 or an equivalent
nationally recognized standard applicable to aboveground steel fuel tanks.

5. Base shall include provisions for fuel filling, fuel level indication, fuel drainage, and
containment of incidental fuel spills.
J. Priming System
1. Pump shall be equipped with an automatic priming system.
2. Priming system shall automatically re-prime following a temporary loss of prime without
requiring manual intervention.
K. Control Panel Requirements
Control panel shall include, at a minimum, the following features:
* Engine start/stop controls;
* Engine hour meter;
* Fuel level indication;
* Pump operating status indicators;
* System fault indicators;
* Emergency stop push button;
* Battery charging system;
* Battery voltage meter;
* Engine RPM display;
* Auto/Off/Manual selector switch.
L. Alarm and Notification Features
Equipment shall provide visual and audible alarm indication for the following conditions:
* Low fuel level;
* Engine failure;
* High engine temperature;
* Low oil pressure;
* Pump failure;
* Loss of prime;
* Overspeed;
* Low coolant level;
* Battery charging failure.
M. Remote Monitoring (Optional)
Bidders shall identify available options and associated costs for:
* Remote monitoring;
* Remote alarm notification;
* Operating status reporting;
* Integration with existing supervisory control and data acquisition (SCADA) systems;
* Any recurring cellular, software licensing, or monitoring subscription fees.
N. Materials and Corrosion Protection
Bypass pump assembly shall be designed for long-term outdoor municipal wastewater service.
Bidders shall identify all corrosion-resistant features included with the proposed equipment,
including but not limited to:

* Stainless steel hardware;
* Corrosion-resistant components;
* Protective coatings suitable for wastewater environments.
ADMINISTRATIVE REQUIREMENTS
1. Delivery Requirements
Bidders shall provide the following information:
* Estimated lead time following receipt of purchase order;
* Proposed delivery schedule;
* Delivery location requirements;
* Identification of any factors that could affect equipment availability or delivery timelines.
2. Warranty Requirements
The successful bidder shall provide a warranty covering defects in materials and workmanship.
Warranty information shall include:
* Warranty period and commencement date;
* Scope of coverage;
* Expected response times for warranty service;
* Applicable exclusions or limitations;
* Identification of the authorized service representative located nearest the City of Tega
Cay, including the availability of replacement parts, technical support, and warranty
service.
3. Training and Documentation
The successful bidder shall provide the following:
* Operation and maintenance manuals;
* Parts manuals;
* Troubleshooting guides;
* On-site operator training;
* Start-up assistance and commissioning support.
4. Commissioning and Testing
The successful bidder shall provide on-site commissioning and testing services, including:
* Verification of equipment performance;
* Demonstration of operational functionality;
* Start-up testing and system checks;
* Training of City personnel during commissioning activities;
* Verification that the pump achieves the specified hydraulic performance under field
operating conditions.
* Following completion of the City's installation work, the City will notify the successful
bidder that the equipment is ready for start-up. The successful bidder shall then provide
the required on-site commissioning, testing, performance verification, and operator
training.

5. Spare Parts
Bidders shall provide recommendations and pricing for an initial spare parts package consisting
of commonly required maintenance and replacement items.
6. Preventive Maintenance
The City may elect to obtain preventive maintenance services during the warranty period.
Bidders shall identify available maintenance programs and provide associated pricing.
7. Pricing
Bidders shall provide pricing for the supply and delivery of one (1) complete bypass pump
package meeting these specifications. Pricing shall include all required documentation,
manufacturer-authorized on-site start-up assistance, commissioning support, on-site performance
verification, operator training, and delivery, unloading, placement, and positioning of the pump
on the prepared concrete pad. The City will be responsible for all remaining installation,
including piping, valves, fittings, electrical connections, controls, and final system integration.
8. Bid Submittal Requirements
Bidders shall submit the following information with their proposals:
* Completed bid form;
* Detailed technical specifications;
* Certified pump performance curves;
* Product literature and manufacturer's cut sheets;
* Proposed delivery schedule;
* Warranty documentation;
* List of any exceptions or deviations from the specifications;
* References for comparable municipal wastewater installations.
Failure to provide the required documentation may result in the bid being deemed non-
responsive.
BID SUBMISSION SPECIFICATIONS AND REQUIREMENTS
1. Bids should be as thorough and detailed as possible so that the City may properly evaluate
your responsiveness to provide the required goods/services. Responders are required to
submit the following items as a complete response:
a. The return of the addenda, if any, signed and filled out as required.
b. Detailed cost statement for each section.
c. Bid submissions shall include the proposed delivery schedule and the bidder's ability
to provide commissioning, start-up assistance, and operator training within the
proposed timeframe.
d. Copies of current licenses.
e. Performance Bond and/or Payment Bond may be required if the conditions in
Sections "Performance Bond Requirements" and/or "Payment Bond Requirements"
are applicable. If required, the Responder shall furnish a performance bond covering

faithful and satisfactory performance of the work contracted in an amount not less
than one hundred percent (100%) of the Contract Amount. All bonds shall be issued
by companies authorized to transact business in the State of South Carolina.
f. Insurance: The successful Responder must provide a statement indicating that they
are able to procure and maintain, without interruption and on an occurrence basis,
public liability insurance. The insurance coverage shall name the City, its elected
officials, officers, agents and employees as additional insured and shall be primary as
to any overlapping coverage carried by the City. The successful Bidder shall not be
liable for mechanical failure or equipment damage resulting from faulty construction
not performed by or on behalf of the successful Bidder or from hydrostatic pressure.
2. Ownership of all data, materials and documentation originated and prepared for the City
pursuant to the RFB shall belong exclusively to the City and be subject to public inspection
in accordance with the South Carolina Freedom of Information Act. Trade secrets or
proprietary information submitted by a Bidder shall not be subject to public disclosure under
the South Carolina Freedom of Information Act; however, the Bidder must invoke the
protections of Section 30-4-40 of the Code of South Carolina, in writing, either before or at
the time the data is submitted. The written notice must specifically identify the data or
material to be protected and state the reasons why protection is necessary. The proprietary or
trade secret material submitted must be identified by some distinct method such as
highlighting or underlining and must indicate only the specific words, figures, or paragraphs
that constitute trade secret or proprietary information. The classification of an entire bid
document, line-item prices and/or total bid prices as proprietary or trade secrets is not
acceptable and will result in rejection and return of the bid.
Bidders must submit two (2) copies of the bid. Bids shall be sealed and labeled Emergency
Bypass Pump Procurement. Bids can be mailed, or hand delivered to the City of Tega Cay (7725
Tega Cay Dr.). All bids must be received by no later than 2:00 PM EST, August 25, 2026.
All questions pertaining to this request for bid must be submitted in writing by emailing
amaturo@tegacaysc.gov no later than 5:00 PM (EST) on August 18, 2026. Only written
questions will be considered formal.
EVALUATION CRITERIA AND SELECTION PROCEDURE
Bids will be evaluated for responsiveness and bidder responsibility. The City reserves the
right to consider lifecycle costs, service support, equipment reliability, delivery schedule,
and compliance with the specifications in determining the lowest responsive and
responsible bidder. Award will be made to the lowest responsive and responsible bidder(s)
determined to be in the best interest of the City.

The City of Tega Cay pays SC Sales Taxes in the amount of 7%. However, the City is exempt
from Federal Excise Taxes and will issue exemption certificates, if requested. INCLUDE ALL
APPLICABLE TAXES IN YOUR UNIT PRICING.
GENERAL TERMS AND CONDITIONS
1. RECEIPT AND OPENING OF SEALED BIDS:
a. Sealed bids will be received and opened as specified in this request for bid document.
b. The City will consider as non-responsive any bid not prepared and submitted in
accordance with the provisions hereof and may waive any informality or reject any
and all bids. Any bid may be withdrawn prior to the above scheduled time for the
opening of bids or authorized postponement thereof. Any bids received after the time
and date specified shall not be considered.
2. PREPARATION OF BID:
a. All bids will be evaluated in accordance with the responsiveness to same determined
in accordance to the instructions and criteria in this document. Any bid not providing
sufficient information and documentation to comply with the RFB requirements will
be considered non-responsive and removed from further consideration.
b. A bid shall be made in the official name of the firm or individual under which
business is conducted (showing the official business address) and must be signed in
ink by a person duly authorized to legally bind the person, partnership, company, or
corporation submitting the bid.
c. All information shall be typewritten.
d. Two (2) copies submitted in a sealed envelope. The submitted bidder is required to
have printed on the envelope or wrapping containing their bid: bidder business name
and address and the bid title. If forwarded by mail, the sealed envelope containing the
bid must be enclosed in the outer envelope. The City shall not be responsible for
unidentified bids.
e. Bidders mailing their bid must allow a sufficient mail delivery period to ensure timely
receipt of their bid. The City is not responsible for bids delayed by mail and/or
delivery services of any nature. It is the bidder's sole responsibility to ensure that all
documents are received by person (or office) at the time indicated in the bid
document. No facsimile or email submissions will be accepted.
f. Bidders must clearly mark as "Confidential" each part of their offer which they
consider proprietary information that could be exempt from disclosure under Section
30- 4-40, Code of Laws of South Carolina, 1976 as amended (Freedom of
Information Act). If any part is designated as "confidential", there must be attached to
that part an explanation of how this information fits within one or more categories
listed in Section 30-4-40. The City reserves the right to determine whether this

information should be exempt from disclosure, and no legal action may be brought
against the City or his agents for its determination in this regard.
g. Each bidder shall acknowledge receipt of all addenda by its submission of a bid. It
shall be each bidder's responsibility to assure that all addenda have been received.
Addenda, if any, will be posted on the RFB page of the City's website. No claim for
failure to receive addenda will be considered.
3. BIDDER QUALIFICATIONS:
To be acceptable to the City, bidders must be skilled and/or licensed, if applicable, in the
class of work on which they respond, and no bid will be considered from any bidder who is
unable to show that he has actually performed considerable work of similar character to that
on which he is responding.
4. EXECUTION OF CONTRACT:
The bidder to whom an award is made shall deliver to the City a Certificate of Insurance,
listing the City of Tega Cay as additional insured, prior to execution of the contract.
5. TERMS OF CONTRACT AND CONTRACT DOCUMENTS:
a. The contract documents that will form the contract shall include:
i. The Complete Request for Bids
ii. All Addenda
iii. The Successful Bidder's Submitted Bid Document
iv. Notice of Award (Verbal or Written)
v. Executed Contract
vi. Insurance Certification
b. Bids submitted must be in a form suitable for incorporation, verbatim, into the
contract.
c. No written contract may be assigned, sublet, or transferred without the written
consent of the City Manager.
6. INSURANCE:
The successful bidder shall procure, maintain, and provide proof of, insurance coverage for
injuries to persons and/or property damage as may arise from or in conjunction with, the
work performed on behalf of the City by the bidder, their agents, representatives, employees
or subcontractors. Proof of coverage as contained herein shall be submitted within ten (10)
days after the City has provided a verbal notice of award and such coverage shall be
maintained by the Bidder for the duration of the contract period.
a. Worker's Compensation - Limits as required by the Workers' Compensation Act of
SC, Employers Liability, $1,000,000.
b. General Liability insurance in the amount of $1,000,000.00.
c. Punitive damage coverage for liability insurance.
d. Professional liability insurance in the amount of $1,000,000.00.
e. Coverage Provisions
i. All deductibles or self-insured retention shall appear on the certificate.
