26CM-176 English Language Development (ELD) - I,II,III,IV & V

The Board of Education of Anne Arundel County, also referred to as Anne Arundel County Public Schools or AACPS, is soliciting proposals for the 2026/2027 school year for comprehensive textbook and digital instructional program for English Language Development (ELD) courses, Levels I, II, III, IV, & V, designed to meet the unique needs of Multilingual Learners (MLs) in middle and high school. This initiative supports AACPS’s commitment to equity and excellence and aligns with the Blueprint for Maryland’s Future by addressing achievement gaps, enhancing college and career readiness, and expanding access to rigorous instruction. The selected program must: • Align with WIDA English Language Development Standards and AACPS curriculum frameworks. • Provide robust tools for assessing student progress across all language domains. • Deliver rigorous, content-rich language instruction integrated with academic concepts. • Offer authentic opportunities for students to develop language skills through meaningful tasks & real-world applications. • Include print and digital resources, teacher supports, and professional learning to ensure effective implementation.
