The District is seeking proposals from qualified, independent consulting firms to provide strategic advisory, procurement, and project management services to support the planning, procurement, selection, contracting, implementation, and post-implementation stabilization of a new Enterprise Resource Planning (ERP) solution.
The District's current ERP environment requires modernization to improve operational efficiency, reporting, business processes, integration, and user experience across administrative functions.
The selected consultant will serve as the District's independent advisor throughout the project lifecycle, providing objective recommendations and representing the District's interests during planning, procurement, implementation, and project closeout. The consultant shall remain vendor-neutral and shall not have any financial interest, reseller relationship, implementation partnership, referral agreement, or other affiliation that could create a conflict of interest with any ERP software vendor proposed for consideration.
The selected consultant shall partner with the District to develop a comprehensive strategy for modernizing its Enterprise Resource Planning (ERP) environment. Services shall include conducting a thorough assessment of the District's existing business processes, administrative systems, technology infrastructure, and operational needs to identify opportunities for improvement and establish future-state business and technical requirements.
Based on this assessment, the consultant shall evaluate and recommend the most appropriate ERP procurement strategy, including whether the District's long-term needs are best met through single, fully integrated ERP platform or separate, fully integrated Financial Management and Human Capital Management (HCM)/Payroll solutions.
The consultant shall prepare and manage one or more competitive solicitations consistent with the recommended procurement strategy, provide guidance throughout the procurement process, support proposal evaluations, facilitate vendor demonstrations, conduct reference checks, and assist the District with vendor selection and contract negotiations.
Following the contract award, the consultant shall continue to serve as the District's independent advisor by providing project management oversight, quality assurance, and strategic guidance throughout implementation. The consultant shall also support organizational change management, communications, training planning, testing, deployment, go-live readiness, post-implementation stabilization, and project closeout to help ensure the successful delivery of the selected solution(s) and achievement of the District's business objectives.
