Solicitation Summary

The Village of North Chevy Chase is an incorporated municipality in Montgomery County serving 211 single-dwelling households within a .11 sq. mile area, adjacent to the Connecticut Avenue entrance to the Capital Beltway (I-495).  The Village is seeking proposals for curbside leaf removal services for up to three years, with two, 1-year extension options, commencing o/a October 1, 2026. The services desired are outlined below:

  1. Each street within the Village’s boundaries (please see map in Attachment A of pdf) will be serviced for leaf removal once per week .
  2. Each year, leaves will be collected and hauled away for the period beginning o/a October 1 and ending o/a December 31, excluding weekends and holidays. The contract end date could be extended by up to a month depending on weather conditions and additional service requirements.
  3. Leaves placed along the curbside will be accessible for leaf collection. (Given the traffic volumes and width of Kensington Parkway, leaves will be placed in the sidewalk buffer along that street as well).
  4. Sticks, trash, rocks and other debris will not be collected.
  5. Attention will be given to removing leaves:
    1. above/near storm drains
    2. 2 diverters at Stewart Drwy/Montgomery Ave. and Kenilworth Drwy/Montgomery Ave. (avoiding damaging native plant gardens near the diverters), and
    3. at bus stops along Kensington Pkwy.
  6. Contractor will make every effort to identify a consistent day each week for leaf removal. If inclement weather prevents servicing the Village on that day, the contractor will provide the Village Manager with an alternate day as soon as possible in order to inform residents.
Additional Instructions

Proposal responses should include the following :

  1. The weekly and annual cost to provide these services for 2026, 2027, and 2028, per bid sheet (Attachment B).
  2. The collection method and equipment that will be used.
  3. Experience providing leaf collection services to similar municipalities.
  4. Designated point-of-contact for Village management, including proposed communication protocol to keep Village management informed of day/general timeframe for leaf removal and alternate dates in event of inclement weather.
  5. Three references (name of customer, key contact person, phone number/email)

All bidders must provide :
  1. Narrative addressing proposal responses
  2. Bid sheet (Attachment B)
  3. Proof of appropriate levels of insurance
  4. A properly executed Non-Collusion Affidavit and an Affidavit of Non-Conviction (Attachments C and D)
