Technical Assistance Services Moving to Work

The Holyoke Housing Authority (“HHA”) is requesting proposals from qualified consultants with relevant experience in association with the MTW program design, policy development and analysis, procedure, and related documentation development.  The term of the contract will be three (3) years, with two (2) one-year options to renew, contract duration not to exceed five (5) years.  The maximum total fee for services per year is $45,000.

The Holyoke Housing Authority (HHA) is a high-performing public housing agency recognized for its strong and innovative management, maintenance, and capital programs. HHA is one of 139 housing authorities nationwide participating in the U.S. Department of Housing and Urban Development’s (HUD) Moving to Work (MTW) Demonstration Program, which provides broad flexibility to design and implement locally driven policies, programs, and funding strategies.

Sealed responses to this solicitation will be received by the HHA until 2PM, May 15, 2026.  All proposals received after this time will be returned unopened.

Proposals will be subject to approval and award by the Board of Commissioners of the Holyoke Housing Authority.  Proposals will be irrevocable for a period of ninety (90) days from the responses due date.

The Holyoke Housing Authority reserves the right to waive any informalities in, or to reject any and all proposals if it is in the public interest to do so.
