Analytical Technical Assistance and Program Evaluation Request for Proposals (RFP)

The Administration for Children's Services is seeking appropriately qualified organizations that will provide consulting support services in three specific Service Areas: 1) Data Analysis, Diagnostics and Planning; 2) Implementation Support; 3) Program Monitoring and Performance Evaluation. ACS’ Division of Policy, Planning and Measurement (DPPM) will solely be responsible for management of contracts resulting from this RFP, but the work will span agency-wide as DPPM collaborates with every ACS division to bring knowledge to practice. DPPM guides systems analysis, strategic improvement, and policy development; monitors and improves the quality of practice at ACS and its provider agencies; trains and develops the direct service workforce; manages research and analytics; and develops new programs.

ACS’ goals and objectives for this RFP are to support agency operations though monitoring and analysis of management and performance indicators; to improve the capacity of ACS to select, implement, improve models and innovations; and to plan, analyze and conduct research to support agency programs and work processes. This RFP seeks proposers that offer expertise in one or more of the Competition Pools/Service Areas.


Competition Pools

There are three Competition Pools (or Service Areas):
  • Competition Pool 1: Data Analysis, Diagnostics, and Planning
  • Competition Pool 2: Implementation Support
  • Competition Pool 3: Program Monitoring and Performance Evaluation
Providers are permitted, but not required, to submit for each competition pool, but must complete a separate, complete proposal, with all required attachments, for each competition pool in PASSPort.

Anticipated Contract Terms
  • November 1, 2025, to October 31, 2028, with an option to renew for one (1), three (3) year term.
Anticipated Funding and Payment Structure
  • Anticipated total maximum available three-year funding is $6,000,000.
    • $2,400,000 total maximum three-year funding in Competition Pool 1.
    • $1,800,000 total maximum three-year funding in Competition Pool 2.
    • $1,800,000 total maximum three-year funding in Competition Pool 3.
  • ACS anticipates making up to twelve (12) contract awards through this RFP: up to four (4) contract awards in Competition Pool 1, up to four (4) contract awards in Competition Pool 2, and up to four (4) contract award in Competition Pool 3.
  • Payment structure: Contractors will be reimbursed using a rate structure based on hourly billing. Proposers may not propose a budget above the maximum available funding.
Minimum Qualifications

Proposers that do not meet ALL of the following minimum qualification requirements may be found non-responsive and will not move to evaluation:
  • Have a minimum of five years of experience in providing consulting for public/governmental agencies, not-for-profit agencies, and related organizations with regard to social welfare, policy, and/or human services programs.
  • Have a minimum of five years in the Service Area/Competition Pool you are proposing to serve.
  • Have experience and knowledge of frontline practice in public child welfare.
  • Have experience with child welfare data and systems.
Minority and Women-Owned Business Enterprises (M/WBE) Goals / Subcontracting Information

Each contract is subject to NYC Local Law 1 subcontracting goals.  The target M/WBE utilization for this contract is 30% . The MWBE goal is disaggregated, 20% Unspecified and 10% to Black American M/WBEs .

Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature.
