Description

Qualified Suppliers: Only suppliers qualified under Stream 1: Human Resource Services of the Task and Solutions Professional Services (TSPS) solutions-based supply arrangement are eligible to submit a bid in response to this solicitation.

Summary of Requirement: Public Safety Canada requires a Contractor to conduct an organizational review aimed at optimizing the departmental structure to enhance efficiency and resource allocation in a 4 phase project. Phase 1 has been completed by Public Safety. The Contractor will deliver on Phase 2 through this contract. The objective is to review and redesign the functions and positions of senior executives, including Assistant Deputy Ministers and Director Generals, through interviews and comparative analysis with other government organizations. Optional work, which include an element of Phase 2, Phase 3, and Phase 4, may be provided by the contractor through task authorizations. The contractor will be responsible for delivering evidence-based recommendations and implementation plans, ensuring alignment with the Directive on People Management and the Directive on Classification. The Contractor must deliver phase 2 (excluding the optional element) of the work by September 2025. The total contract period will be from contract award to March 31, 2026. Questions and improvements must be submitted no later than 5 calendar days prior to the closing date.
