If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
    • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai , Hawaii, and Maui.
    • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
    • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions.

    • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State.     • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.

    NOTICE TO BIDDERS - CONSTRUCTION
    COMPETITIVE SEALED BIDDING (IFB) for "PN15210009 & 15210012 Kalaeloa Building 1874 &
    Building 1898 Construction of Two Stand-by Emergency Generators, Kalaeloa, Oahu, State of Hawai'i,
    Department of Defense, Hawaii Army National Guard, Job No. CA-202004-C6" will be issued and
    awarded by the Department of Defense, Engineering Office via Hawai'i Electronic Procurement System
    (HIePRO). All bids shall be submitted and uploaded through HIePRO prior to and no later than
    2:00 P.M. HST on Thursday, August, 27, 2026. The record of each Bidder and their respective proposal
    shall be open to public inspection by request for copies of bids. Late bids will not be accepted after the
    due date and time or received in any other form than electronically through HIePRO.
    Proposed Scope of Work consists of, but not limited to: This project consists of demolishing existing
    obsolete and dead electrical equipment and installing two Naval Facilities (NAVFAC) and Hawaiian
    Electric (HECO) compatible generators at Building 1874 and Building 1898. Each generator shall have a
    stand-alone concrete pad with associated electrical components (switchgear, ATS, Panel, conduit, etc.)
    reaching from existing transformers to the generator, and distributing at the electrical rooms. Re-
    wiring/configuring the service feeds to the building's switchgear and upgrading the infrastructure to
    support HECO power as well is to be included. Installation is to be conducted per Project Plans &
    Specifications attached.
    Before any work is to begin, toning the area will be required. Protection of existing utilities during the
    duration of the project will be required for any existing infrastructure that will remain. Current existing
    buildings are single-story with outdated electrical equipment utilizing NAVFAC utilities.
    The estimated construction cost is between $1,000,000 and $2,500,000.
    A Site Visit/Pre-bid meeting will be held on August 12, 2026 at 11:00 a.m.. The site visit will start at Bldg.
    1898, 91-1227 Enterprise Ave., Kapolei, HI 96707 at 11:00 a.m., August 12, 2026 with Mr. Rick
    Kurashima. Please email Mr. Rick Kurashima at rick.k.kurashima@hawaii.gov before August 11, 2026 to
    register for the site visit. All interested bidders and sub-contractors are welcome, but not required to
    attend.
    Bidders are advised that they should not wait until the last minute to submit their bid through HIePRO.
    Bidders are solely responsible for ensuring that their electronic submission through HIePRO is complete
    and all mandatory bid files are attached to their bid prior to the due date and time. The Engineering Office
    shall not be responsible for any delay or failure of any Bidder to submit any materials updated through
    the IFB process on a timely basis.
    QUESTIONS AND REQUESTS FOR CLARIFICATION
    Questions and Requests for Clarification regarding the Technical Specifications or any other aspect of
    the IFB must be submitted via HIePRO by 2:00 p.m. 13 August 2026. Responses are scheduled to be
    posted on 14 August 2026. The Department of Defense, Engineering Office shall not be required to
    answer Questions or Requests for Clarification not submitted via HIePRO or received after the Questions
    and Requests for Clarification deadline.
    Bidders are responsible for checking for any addenda for this project. The addenda will be posted on the
    HIePRO listing and at the State Department of Defense website at http://dod.hawaii.gov/hieng/

    REQUIREMENT FOR CONTRACTORS LICENSING CLASSIFICATIONS
    Due to the nature of the work contemplated Bidder must possess a valid State of Hawai'i Contractor's
    license in the appropriate classification.
    General Engineering Contractors holding an 'A' license and General Building Contractors holding a 'B'
    license are reminded that due to the Hawai'i Supreme Court's January 28, 2002 decision in Okada
    Trucking Co., Ltd. v. Board of Water Supply, et al., 97 Haw. 450 (2002), they are prohibited from
    undertaking any work, solely or as part of a larger project, which would require the General Contractor to
    act as a specialty Contractor in any area in which the General Contractor has no license.
    Bidders are solely responsible to review the project requirements, determine the appropriate licenses
    required, and ensure that they possess and that the Subcontractor(s) listed in their OFFER FORM
    possess the necessary specialty licenses to perform the work for this project.
    PROJECT LABOR AGREEMENT
    A Project Labor Agreement (PLA) will be required for any construction project in excess of one million
    five hundred thousand dollars ($1,500,000).
    The Contractor who is awarded the project shall be required to submit to the Department of Defense,
    Engineering a complete, fully executed Agreement-To-Be-Bound within fourteen (14) calendar days of
    project award, or as soon thereafter as is practicable as determined by the Department. The Contractor
    must also obtain Letters of Assent from each subcontractor of whatever tier who may be employed on
    the project and submit copies of such Letters to the Department of Defense, Engineering within fourteen
    (14) calendar days of project award, or as soon thereafter as is practicable as determined by the
    Department. The required form of the Contractor's Agreement To Be Bound and the subcontractors'
    Letter of Assent may be found in the solicitation packet. Failure to timely submit any required Agreement-
    To-Be-Bound or any required Letter of Assent shall be cause for the State in its sole discretion to rescind
    the subject award and to award the project to: the responsive and responsible offerer with the next lowest
    bid price for solicitations made under HRS 103D-302; or the next highest ranked offerer satisfying all
    solicitation requirements for solicitations made under HRS 103D-303.
    OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER

    CAMPAIGN CONTRIBUTIONS BY STATE AND COUNTY CONTRACTORS PROHIBITED
    If awarded a contract in response to this solicitation, offeror agrees to comply with HRS 11-355, which
    states that campaign contributions are prohibited from a State and County government contractor during
    the term of the contract if the contractor is paid with funds appropriated by the legislative body between
    the execution of the contract through the completion of the contract.
    HAWAI'I PRODUCTS' PREFERENCE
    In accordance with ACT 174, SLH 2022, effective June 27, 2022, Hawai'i Products Preference shall not
    apply to solicitations for public works construction. Therefore, the Hawai'i Products Preference shall not
    apply to this project.

    SUMMARY OF WORK
    PART 1 GENERAL
    1.1 SUBMITTALS
    Government approval is required for submittals with a "G" or "S"
    classification. Submittals not having a "G" or "S" classification are
    for Contractor Quality Control approval. Submittals not having a "G" or
    "S" classification are for information only. When used, a code following
    the "G" classification identifies the office that will review the
    submittal for the Government. Submit the following in accordance with
    Section 01 33 00 SUBMITTAL PROCEDURES:

    Salvage Plan; G, 1.2 WORK
    COVERED BY CONTRACT DOCUMENTS
    1.2.1 Project Description
    The work includes the installation of stand-by emergency generators and
    incidental related work.
    1.2.2 Location
    The work is located at the HIARNG Kalaeloa base site at Buildings 1874 and
    1898, approximately as indicated. The exact location will be shown by the
    Contracting Officer.
    1.3 OCCUPANCY OF PREMISES
    Building(s) will be occupied during performance of work under this
    Contract. Occupancy notifications will be posted in a prominent location
    in the work area.
    Before work is started, arrange with the Contracting Officer a sequence of
    procedure, means of access, space for storage of materials and equipment,
    and use of approaches, corridors, and stairways.
    1.4 EXISTING WORK
    Remove or alter existing work in such a manner as to prevent injury or
    damage to any portions of the existing work which remain.
    Repair or replace portions of existing work which have been altered during
    construction operations to match existing or adjoining work, as approved
    by the Contracting Officer. At the completion of operations, existing
    work must be in a condition equal to or better than that which existed
    before new work started.

    1.5 LOCATION OF UNDERGROUND UTILITIES
    Obtain digging permits prior to start of excavation, and comply with
    HAWAII ARMY NATIONAL GUARD (HIARNG) SECTION 01 11 00
    STAND-BY EMERGENCY GENERATOR, KALAELOA 1874 Page 1 Installation
    requirements for locating and marking underground utilities. Contact local
    utility locating service a minimum of 48 hours prior to excavating, to mark
    utilities, and within sufficient time required if work occurs on a Monday or
    after a Holiday. Verify existing utility locations indicated on Contract
    drawings, within area of work.
    1.5.1 Notification Prior to Excavation
    Notify the Contracting Officer at least 48 hours prior to starting
    excavation work.
    1.5.2 Utility Locations
    Provide a third party, independent, private utility locating company to
    positively identify underground utilities in the work area in addition to
    any station locating service and coordinated with the station utility
    department.
    1.6 SALVAGE MATERIAL AND EQUIPMENT
    Items designated by the Contracting Officer to be salvaged remain the
    property of the Government. Segregate, itemize, deliver and off-load the
    salvaged property at the Government designated storage area located within
    the construction site.
    Provide a salvage plan, listing material and equipment to be salvaged, and
    their storage location. Maintain property control records for material or
    equipment designated as salvage. Provide a system for property control in
    the salvage plan. Store and protect salvaged materials and equipment
    until disposition by the Contracting Officer.
