1. Request and Purpose
Morrow County is requesting written quotes from qualified vendors for one complete, new
spray-ready drone support trailer with an overhead flight deck, wet system, electrical system,
and generator charging support for both the Hylio ARES HYL-150 and DJI T60. The
completed package must be fully assembled, plumbed, wired, tested, and ready for field
operation.
Complete-package requirement: A vendor must quote and furnish the full setup as one
complete, compliant, spray-ready package. Partial quotes will not be accepted. Components
must be compatible with both specified drone systems and integrated to recognized industry
standards.

MORROW COUNTY WEED COORDINATOR., Any clarification, change, or interpretation
that modifies this RFQ will be issued only by written addendum. Vendors are responsible for
regularly checking the County's solicitation webpage and acknowledging all addenda in their
quotes.
4. Quote Submission Instructions
* Submit a complete quote by email to spointer@morrowcountyor.gov, or by mail, delivery
service, or hand delivery to Sandi Pointer, Risk and Procurement Manager, 215 NE Main
Ave., Irrigon, OR 97844.
* Email subject line or outside envelope must state: "Quote - Spray-Ready Drone Support
Trailer and Wet System - 2026-196-PR."
* The vendor is solely responsible for ensuring the complete quote is received by the
deadline. Late quotes will not be considered.
* Quotes must remain valid for at least 60 calendar days after the quote deadline.

6. Wet System and Electrical Integration Details
* The wet system must be completely plumbed and properly valved to recognized industry
standards and must include a backflow-prevention device protecting the freshwater tank.
* The 500-gallon freshwater tank must include a 2-inch female filling connection.

* Preferred plumbing flow is freshwater tank to mixing tank, mixing tank to induction tank,
and induction tank to the drone fill hose. Vendor shall clearly identify any proposed
alternative routing.
* The freshwater tank must include a pressurized 5/8-inch garden-hose connection and a
50-foot hose reel.
* The electrical system must include all wiring, overcurrent protection, grounding,
connectors, and outlets required from the generators to both drone battery charging
stations.
* Other electrical service must include lights and outlets in the Drone Security Box and an
outlet in the OFD operator area.
* All plumbing, wiring, hoses, reels, tanks, and controls must be labeled, secured against
movement, and protected from weather, chemicals, abrasion, and transport damage.
7. General Equipment Requirements
* The trailer and all components must be new, unused, properly rated for their intended
loads, and furnished with all hardware and accessories needed for safe operation.
* The completed trailer must comply with applicable federal and Oregon vehicle, lighting,
braking, towing, electrical, fuel-system, and occupational safety requirements.
* All tanks, pumps, valves, plumbing, electrical components, charging equipment, railings,
stairs, anchors, jacks, and deck structures must be securely mounted and protected for
transport and field use.
* Vendor must provide overall dimensions, empty and gross vehicle weight ratings, tongue
weight, axle ratings, tire ratings, electrical load calculations, and generator sizing
information.
* The County may inspect and operationally test the complete trailer, wet system,
generators, charging system, lighting, outlets, pumps, plumbing, safety devices, stairs,
railings, and stabilizers before acceptance.
8. Delivery, Warranty, and Support
* Delivery location is 213 Linden Way, Heppner, Oregon 97836. Vendor shall state whether
free delivery is included and identify the proposed delivery date.
* Risk of loss remains with the vendor until delivery, inspection, and written acceptance by
the County.
* Provide manufacturer warranty information for each new item and identify the nearest
authorized service provider.
* Provide electronic and printed operating manuals, safety information, wiring and plumbing
diagrams, component specifications, setup instructions, and warranty documents at
delivery.
* Provide on-site orientation covering trailer setup, stabilizers, stairs and railings, wet-
system operation, backflow protection, electrical and generator operation, charging
equipment, emergency shutdown, and routine maintenance.

* Any safety recall, shipping damage, missing component, or nonconforming item must be
corrected at no additional cost to the County.
9. Quote Requirements and Evaluation
A complete quote must include the completed pricing form, detailed trailer drawings or
specifications, component manufacturer/model information, weight and load ratings,
electrical and generator sizing, availability and delivery timeline, warranty and service
information, disclosed exceptions, and an authorized signature. The County intends to select
the lowest responsive quote from a responsible vendor that meets all requirements, after
considering the travel-cost evaluation adjustment below and any applicable Oregon statutory
preference.
Pickup travel-cost adjustment: If free delivery to 213 Linden Way, Heppner, Oregon 97836
is not included, Morrow County will calculate the reasonable staff time, mileage, fuel, lodging,
and other travel costs required to retrieve the completed trailer from the vendor's stated
pickup location. This calculated amount will be added to the submitted quote for evaluation
and bid-tabulation purposes only; it will not change the vendor's quoted contract price.
The County reserves the right to reject any or all quotes, waive minor informalities, request
clarification without allowing a material change, cancel or revise this request when in the
public interest, and issue a purchase order only after required County approval.
10. Oregon Public Contracting Requirements
This procurement is conducted under applicable provisions of ORS Chapters 279A and 279B
and Morrow County Procurement and Contracting Policy FIN.003. By submitting a quote, the
vendor certifies that the quote is genuine, made without collusion or fraud, and that the
vendor will comply with applicable tax, nondiscrimination, licensing, and public contracting
requirements.
