Addendum #1

Dear Interested Party,
The Maryland State Highway Administration intends to make the following changes and/or clarifications to the subject solicitation as follows:

Questions received to-date and SHA’s Response:

1. Bid Due Date Change
New Bid Due Date: Monday, February 24, 2025 by 3 p.m. (this could potentially move the start date of the contract out up to 1 week for a mid-March contract start date).

2. Clarity on Section 3.4 Liquidated Damages (MBE) Per Pre-Bid Conference
Per the Pre-Bid Conference, there are no liquidated damages for MBE as this procurement has no MBE goal or requirement.

3. Clarity on Section 3.13 Insurance Requirements Per Pre-Bid Conference
Insurance requirements for this procurement are outlined below and supersede the original IFB information:
3.13.1 A. Commercial General Liability – Five hundred thousand ($500,000) combined single limit per occurrence for bodily injury, property damage, and personal and advertising injury and one million dollars ($1,000,000) per occurrence (unless a state’s law
requires a greater amount of coverage). Coverage must be valid in all states where work is
performed.

4. Clarity on the Submission of Bids to SHA’s ITS Division Office
The submission of bids for this procurement will be accepted via hand-delivering or postal mail to the address listed on the IFB by the new due date of February 24, 2025 by 3 p.m. EST. It remains the responsibility of the potential bidder to ensure that any bids mailed through the postal system will be delivered by the due date and time. Any bids received after the deadline will be marked as non-responsive and will not be included.

These are the only changes and/or clarifications contemplated by this Addendum #1. All other terms, conditions and specifications will remain the same.
