Title: IMPLEMENTATION OF AUTOMATED TRAFFIC ENFORCEMENT SAFETY DEVICES (ATESD)

The Town of Manchester (“The Town”) is accepting proposals from qualified firms (hereinafter referred to as “Consultant”) to assist the Town in all aspects of design, engineering, permitting, installation, and implementation of Automated Traffic Enforcement Safety Devices (ATESD).
Respondents are advised that the award of a contract does not obligate the Manchester Board of Directors to adopt a local authorizing ordinance. In its legislative discretion, the Board of Directors may decide not to adopt the ordinance, in which case the project would not proceed and the Town of Manchester reserves the right to terminate the contract.
The Town of Manchester reserves the right to reject any and all proposals, waive minor defects, and select the Consultant deemed most advantageous to the Town at its sole discretion. The Town reserves the right to terminate any resulting agreement upon ten (10) calendar days' written notice for failure by the respondent to perform to the satisfaction of the Town Manager.
I. Manchester is a vibrant, diverse council-manager community with approximately 60,000 residents, located directly east of the City of Hartford, Connecticut. The Town contains a number of high-volume, highly traveled commercial and state roadways, including Main Street (Route 83), Middle Turnpike (Route 44), Spencer Street, and Buckland Street.
The Town is interested in partnering with a qualified consultant to install ATESD technology at selected high-volume and/or historically dangerous intersections and corridors to improve motor vehicle, bicycle, and pedestrian safety in compliance with the state-mandated ATESD program requirements. Initially, we are looking to conduct a pilot program to then evaluate the initial phase performance to determine whether further expansion of the ATESD program is warranted.
Note that the Town of Manchester does not currently have a municipal ordinance authorizing ATESD or an adopted municipal ATESD plan.
II. ATESD Program Requirements Public Act 23-116 (Connecticut General Statute § 14-307c) allows the use of automated traffic enforcement safety devices (ATESDs) by Connecticut municipalities. The Connecticut Department of Transportation (CTDOT) has issued “Guidance for Municipalities Developing an Automated Traffic Enforcement Safety Device (ATESD) Plan” and regulatory conditions that must be met for CTDOT to approve an ATESD system interfacing into a traffic control signal system.
All Consultants must be thoroughly familiar and comply with these state laws and regulations. Consultants must demonstrate the capability to implement ATESDs for both of the two eligible violation types across the four eligible location types (traffic control signals, pedestrian safety zones, school zones, or other locations approved by the Office of the State Traffic Administration) as defined by CTDOT guidance.
