MSDE has defined what HQIM means at the state level and created a rating system that will be led by Maryland educators to identify quality instructional materials. MSDE has developed content-specific frameworks that define the quality of instructional materials and is in the process of developing framework-aligned evaluation rubrics that will be used by reviewers to evaluate instructional materials and issue quality scores. Reviewers are needed to develop comprehensive reports evaluating instructional materials that will be made available to school districts and the general public on Maryland’s HQIM website.
