ADVERTISEMENT
The City of Bismarck (CITY) is seeking cost proposals from qualified manufacturers or their
representatives to provide Brine Salt, Deicing Sand Material, and Beet Juice Concentrate for Winter
Street Maintenance for 2026-2027 seasons. All prices and cost figures provided shall be expressed in
United States dollars.
Sealed bids will be received in the office of the City Administrator, until 3:00 pm CT on Wednesday,
August 19, 2026. Bids will be publicly opened and reviewed at 4:00 pm CT on Wednesday, August 19,
2026.
The sealed bid may be mailed to the City Administrator (PO Box 5503, Bismarck ND 58506-5503) or
otherwise deposited with the City Administrator (221 North Fifth Street, 4th Floor, Bismarck ND 58501)
and shall be sealed and endorsed:
"Proposal Salt, Sand Material, and Beet Juice"

Bids must be submitted on blanks furnished by the City of Bismarck and in accordance with specifications
and conditions contained therein. Copies of proposal blanks and specifications may be downloaded from
the website or obtained from the Public Works Service Operations, 601 S 26th St, Bismarck ND 58504, or
Gale Nicholson, publicworksservice@bismarcknd.gov or 701-355-1707. All bidders are invited to be
present at the opening of the proposal.
The City, in its sole discretion, may extend the work completion deadline due to unforeseen
circumstances, if it is determined to be in the best interest of the City to do so. The City shall reserve
the right to hold all bids for a period of sixty (60) days, to reject any and all bids, to waive irregularities
or to accept such as may be determined to be for the best interest of the City of Bismarck. However,
bids which do not comply with mandatory requirements imposed by law or late bids must be rejected.

GENERAL CONDITIONS
The work shall be performed in accordance with the City of Bismarck Construction Specifications for
Municipal Public Works Improvements dated February 1969 and revised February 2026 as
supplemented or modified with the enclosed special provisions. The Standard Specifications can be
found at: bismarcknd.gov/Engineering.
The enclosed Special Provisions and Special Conditions, if any, the Standard Specifications described
above, the plans, and all supplementary documents are essential parts of the contract, and a
requirement occurring in one is as binding as though occurring in all. They are intended to be
complementary and to describe and provide for complete work. In case of discrepancy, calculated
dimensions will govern over scaled dimensions; plans will govern over standard specifications;
supplemental specifications will govern over standard specifications; and special provisions will govern
over standard specifications, supplementary specifications, and plans.
The CONTRACTOR shall take no advantage of any apparent error or omission in the plans or
specifications. In the event the CONTRACTOR discovers such an error or omission, the
CONTRACTOR shall immediately notify the Public Works Service Operations Director. The Public
Works Service Operations Director will then make such corrections and interpretations as may be
necessary for fulfilling the intent of the plans and specifications.
The CONTRACTOR shall give the work the constant attention necessary to facilitate the progress
thereof and shall cooperate with the Public Works Service Operations Director, inspectors, and other
Contractors in every way possible.

GENERAL SPECIFICATIONS
The CITY OF BISMARCK has estimated the need for a supply of materials required from August ,
2026, to July 31, 2028, for sand, salt materials, and Beet Juice Concentrate, for winter street
maintenance 2026-2027 seasons. The probable quantities will be listed on the proposal form. All
prices and cost figures provided shall be expressed in United States dollars.
The contract shall be divided into three (3) parts, with a separate contract awarded for each part. Part 1
includes deicing sand, Part 2 includes brine salt, and Part 3 includes Beet Juice Concentrate. A
CONTRACTOR is not required to bid on all three (3) parts to have a valid bid but may do so at its
discretion. Bid bonds are not required to be submitted with the bid. Label the bid envelope:
"Proposal Salt, Sand Material, and Beet Juice"

Delivery of deicing sand and brine salt shall take place within fifteen (15) days of notice to deliver.
Delivery of Beet Juice Concentrate shall take place within three (3) days of notice to deliver. Notice to
deliver may include the call for various types and quantities of materials to be received at the
Department of Public Works storage yard located at 601 South 26th Street, Bismarck ND 58504, as
directed by the CITY.
There will be no guarantee as to the quantity of material required as such material shall be based on
need.
SPECIAL PROVISIONS
Part 1 "Deicing Sand" shall consist of particles of sand, crushed or uncrushed, or a combination of both
to be used for spreading on icy streets after being mixed with a brine salt. The materials shall be in
accordance with the requirements for gradation of blotter sand as shown in the table in Section 403-2.2
of the said Construction Specifications with one exception; the percent by weight passing the No. 100
square mesh sieve size shall be 0-5%. The CITY will require approximately five thousand (5,000) tons,
minimum, of deicing sand at a time for stockpiling. One gradation shall be required for each batch of
material delivered. Deicing sand shall be paid for at the unit price bid per ton for Deicing Sand approved
and accepted by the CITY.
Part 2 "Brine Salt", not Rock Salt, shall be crushed, screened, and treated with an anti-caking agent
and come as a 1/8 inch or less fine crystal. Brine Salt must be clean and free of foreign debris. We
anticipate needing approximately three thousand five hundred (3,500) tons of Brine Salt; however, this
may be more or less depending upon the winter. No other delivery at awarded bid price of brine salt will
be required without consent of the awarded, contracted bidder. Brine salt shall be paid for at the unit
price bid per ton for Brine Salt approved and accepted by the CITY.
Part 3 "Beet Juice Concentrate" (Beet Heet or an approved equal) Liquid Calcium Chloride
Deicer/Anti-Icer with Sugared Sugar Beet Molasses Based Corrosion Inhibitor. Furnishing and
delivering Beet Juice Concentrate to City of Bismarck for use in "deicing" and

"anti-icing" winter maintenance operations. Product shall include a sugared sugar beet molasses
corrosion inhibitor. Desugared sugar beet molasses (beet juice), a waste stream by-product, is not an
acceptable corrosion inhibitor. We anticipate needing approximately 30,000 gallons of material;
however, this may be more or less depending on the winter. Beet Juice Concentrate shall be paid for at
the unit price bid per gallon for Beet Juice Concentrate approved and accepted by the CITY
1. Environmental Requirements
a. Product must not contain constituents in excess of the following established limits, stated
in PPM (parts per million), or mg/L (w/v) bases:
b. Product must have a Percent Effectiveness corrosion value of less than 26 (minimum of
74% less corrosive than sodium chloride).
2. CHEMICAL TEST LIMITS
a. Product must contain a minimum of 14% (w/w) and a maximum of 16% (w/w) total
calcium chloride (CaCl2)
b. Product must contain a minimum of 1.5% (w/w) and a maximum of 3.5% (w/w) total
potassium chloride (KCl).
c. Product must contain a minimum 5% (w/w) and a maximum of 7% (w/w) total sodium
chloride (NaCl).
d. Product must contain a minimum 15% (w/w) and a maximum of 16% (w/w) total sugars
as invert, determined by Lane/Eynon method.
e. Product must have a Weight per Gallon of 10.9 pounds +/- .2 pounds.
f. Product quality cannot be affected by temperature changes and must be able to be
stored outside without freezing in temperatures down to -28 degrees Fahrenheit.

MATERIALS HAULED BY CONTRACTOR
At the request of the CITY, any of the materials shall be hauled to the Department of Public Works
storage yard located at 601 South 26th Street in accordance with the following special provisions:
1. The hauling vehicle shall be pneumatic tired and shall have a dump body capable of controlled
discharge into windrows. The dump body shall be so constructed and maintained that no
materials shall be lost during transit.
2. The haul route shall be along a designated truck route whenever feasible.
3. The material shall be weighed per truckload at the loading site. The weigh ticket shall contain
stockpile location and destinations of load. At the dump site the ticket shall be verified as to
destination and given to an authorized representative of the CITY OF BISMARCK.
4. Transportation of Beet Juice Concentrate must adhere to federal, state, and local environmental
and regulatory standards.
5. The unit price shall include furnishing truck, and all operational costs, such as operator, fuel, oil,
repairs, etc., including liability insurance. The unit price must include the materials hauled.
6. Insurance Requirements:
All delivery vehicles going onto city property (whether owned or contracted) must be properly
licensed and insured to operate in the state of North Dakota. All vehicles must carry at least the
following insurance coverage:
The successful contractor must furnish copies of insurance certificates for such coverage upon
signing the contract. The City of Bismarck shall be named as an additional insured and
waiver of subrogation written or checked on the policy for the duration of the contract. The
City shall be immediately notified of any cancellation or cessation of insurance coverage. All
below dollar values shall be in United States dollars.
Commercial General Liability Insurance
$2,000,000 Each Occurrence
Note:
a. Comprehensive General Liability must be provided by the company contracting with the
City of Bismarck for this contract.
b. If other entities are providing delivery services, Contractor must insure that their sub-
contractors will have sufficient liability insurance to make the City whole in the event of a
claim or that the Contractor will be responsible.

7. Motor Fuel Cost Adjustment Clause
The BIDDER shall supply with their bid the Fuel Cost Adjustment on the Bid Sheet labeled
"MOTOR FUEL COST ADJUSTMENT". The Fuel Cost Adjustment will not be considered in
determining the lowest responsible bidder for supplying materials.
The motor fuel adjustment clause contained herein provides for a price adjustment in the form of
payment to the BIDDER or a rebate to the CITY for fluctuations in the cost of diesel motor fuel
consumed in the performance of the contract.
The fuel adjustment clause is intended to reduce but not eliminate the cost effects of price
uncertainty to the BIDDER and the CITY for motor fuel used in the execution of this contract. It
provides for sharing by the CITY in a portion of the BIDDER risk or reward which could result
from significant fuel price fluctuations. The provision is not intended to compensate the BIDDER
or CITY for normal day-to-day fluctuations or to serve as a guarantee of full compensation for
motor fuel price fluctuations.
The price adjustment provision is applicable as an increase or decrease to the base bid price
for the various materials to be supplied. The provision will remain in effect throughout the
duration of the contract. Enactment of the motor fuel price adjustment clause will apply when
the increase or decrease in the average price of motor fuel is five (5) percent or more as
compared to the price at the time of bidding. The determination will be made from comparing
information from the U.S. Department of Energy Weekly Midwest Index for Gasoline and Diesel
for diesel fuel, found here: Weekly Retail Gasoline and Diesel Prices:

The contract unit price per ton for supplied materials shall be firm for the first full calendar month
after award of contract. Thereafter, the unit price shall be adjusted by review of the difference in
index price between the week of the bid opening and the week of material delivery. Sample
Calculations of applying the Cost Adjustment are included below.
