The Stanislaus Council of Governments (StanCOG) seeks a qualified Consultant who possesses
expertise in implementing and providing continued support for a Transportation Demand
Management (TDM) Platform.
The Stanislaus region is in a federally designated San Joaquin Valley Air Basin, which is designated
as a non-attainment area. StanCOG is required to implement a program to enhance air quality
and help reduce congestion through TDM strategies. The TDM program aims to address some of
the region’s most pressing concerns, including traffic congestion, air quality, livable communities,
public health, dependence on fossil fuels, environmental health, greenhouse gas (GHG)
emissions, and climate change.
The Request for Proposal is for a TDM Platform, currently served by StanisCruise. The “platform”
should: be provided as a website and iOS / Android app; provide information about different
transportation options to the public; help users find carpools / vanpools; facilitate trip logging
and verification for all transportation modes (bike, walk, transit, car, electric vehicle, motorcycle,
etc.); facilitate TDM programs such as guaranteed / emergency ride home, community carshare,
transit subsidies, telework subsidies, and other sustainable transportation campaigns; facilitate
distribution of TDM program incentives; and be user-friendly and accessible.
StanCOG is the Metropolitan Planning Organization (MPO) and Regional Transportation Planning
Agency (RTPA) for the Cities of Ceres, Hughson, Modesto, Newman, Oakdale, Patterson,
Riverbank, Turlock, Waterford, and the County of Stanislaus.
StanCOG currently contracts with Agile Mile to deliver TDM services through its StanisCruise
Program. Stanislaus County has offered a TDM program since 1987, and in September 2022,
StanCOG officially launched StanisCruise as its updated, modern platform.
The StanisCruise program offers a mobile-responsive web application that features trip planning
tools, ride-matching services, vanpool integration, an Emergency Ride Home program, trip
tracking, and a system of rewards and incentives. Additionally, StanCOG is interested in new and
innovative strategies for the TDM program in the region.
The Stanislaus region has experienced significant growth in population over the last few years
and has seen a similar growth in commuters. According to a 2020 Stanislaus County Commuter
Study, almost half (48%) of the survey respondents are commuting out of the county. The study also notes that Modesto is home to the second greatest share of super-commuters (those who
travel more than 50 miles or longer than 90 minutes to get to/from work).

According to the 2024 American Community Survey (ACS) 1-year Geographic Comparison Tables:
• 77% of Stanislaus County workers are employed by private companies,
• Average travel time to work is 30 minutes
• 78% of commuters drove alone
• 10% of commuters carpooled
StanisCruise reported the following for Stanislaus County Residents:
• 3,400 members are currently enrolled in the StanisCruise program
• 340,692 trips logged in 2025
• 2,094 reward redemptions
