The City of Abilene is accepting Sealed Bid Proposals for a Summer Street Project located on NE 14th St. from Buckeye / K15 to Brady St. Sealed bids will be accepted at the office of the City Clerk until 2:15 PM on Wednesday, June 3, 2026, at which time the bids will be opened. Bids must be mailed or delivered in person prior to the date and time referenced, as no emailed bids will be accepted.
Bid proposals shall be itemized per line-item cost in addition to including the total cost price quote for the entire project (note that sales tax is not applicable). The work is generally described as follows and depicted below:

2” Mill & Overlay of NE 14th Street for a distance of approximately 2478’ long, and 48’ wide.

Paint stripe markings (All: Yellow Double Center, White lane lines, Crosswalk )

Contractor will provide complete traffic control for the project
Project completion on or by September 30th, 2026

Project Bidder must submit bond requirements either in the bid packet or upon notification of winning the project
The City of Abilene reserves the right to accept or reject any or all proposals submitted for any or no reason.
SPECIAL CONDITIONS
A. Sales Tax Exemption: The City of Abilene will provide the Contractor with a Sales Tax Exemption Certificate upon the award of the contract.
B. Davis-Bacon Prevailing Wages: This project is locally funded and is not subject to Davis-Bacon prevailing wage requirements.
C. Material: All materials from the project shall be hauled by the contractor to a designated offsite location.
D. Valve Boxes and Manhole Rings: Care shall be taken to avoid damage to existing valve boxes and manhole rings during the project.
E. Grade Determination: The grade of the street shall be duplicated as nearly as practical to meet existing curb lines upon resurfacing.
F. Equipment Storage: The City of Abilene shall designate an area suitable for storage of equipment during the project.
G. Communication: The contractor shall provide and designate their onsite contact person while the project is ongoing.
H. Sanitary Services: Necessary sanitary conveniences for the use of workers on the project, properly secluded from public observation, shall be provided by the contractor and their use shall be enforced.
I. Quality Control / Project Representative: The City of Abilene shall furnish a Project Representative to ensure that the work meets the requirements of the City, and to coordinate City activities with the requirements of the Contractor.
Location & Special Timeline Provision:
Notice, this street section is a designated truck route within the city limits of Abilene and is also a portion of Old 40 / 2300 Avenue in Dickinson County. Several businesses utilize access from this street and proper notification and planning will need to be given to them about the project timeline. Every effort to keep interruption of business operations at a minimum should be made.
For informational purposes, this street also has a concrete base underneath the asphalt.
