REQUEST FOR PROPOSAL (RFP2M25-27)
To Provide Janitorial Services for City Parking Structures
A. RFP INFORMATION
The City of Alhambra, Public Works Department, is soliciting Proposals from qualified firms to
provide Janitorial and cleaning services for City Parking Structures.
It is anticipated that a new janitorial company will be selected in May 2026, with services
commencing on July 1, 2026.
This RFP and Attachments are posted on the City's website under City Bid Notices/RFPs.
B. PROJECT DESCRIPTION AND REQUESTED SERVICES
The City staff is soliciting Proposals from qualified and experienced companies to provide
comprehensive cleaning services, including emptying waste receptacles, removing debris, bi-
monthly pressure washing of stairways, and cleaning and sanitizing elevator floors, doors, and
interior walls. This includes the removal of graffiti. In addition, services shall include the use of
a vacuum sweeper truck for floor cleaning and other janitorial tasks necessary to maintain the
parking structures in a clean, safe, and presentable condition for public use.
The Contractor is required to provide qualified and dependable personnel with demonstrated
experience in performing janitorial and custodial services for public facilities. The firm's assigned
personnel shall have the ability to properly clean, maintain, and service all designated areas within
buildings, structures, and properties owned or operated by the City. The City expects staff to be
regularly assigned as necessary to perform routine janitorial services, preventative cleaning, and
address any sanitation or facility maintenance needs that arise. The Contractor shall ensure
adequate staffing is available to provide consistent service and respond to any additional service
requests as required by the City.

Proposers are strongly encouraged to visit all three locations prior to submitting a proposal in
order to become thoroughly familiar with the site conditions and scope of services. Site visits
will enable proposers to accurately determine the level of effort required to perform the work.
Submission of a proposal shall be considered evidence that the proposer has satisfied
themselves as to all conditions affecting the work.
Proposed Staff:
It is imperative that the key personnel providing the required services have the background,
experience, and qualifications in similar projects.

The general scope of services and key management and technical staff positions indicated above
are provided for the Consultants' guidance in preparing their Proposals. The Consultants shall
include in their Proposals in detail their approach, understanding, and scope of services, and staff
organization and qualifications, demonstrating how they will manage the project efficiently and
effectively.
C. CITY'S STANDARD MAINTENANCE SERVICES AGREEMENT
The RFP includes ATTACHMENT A - CITY'S STANDARD MAINTENANCE SERVICES
AGREEMENT. Proposers shall review the Agreement and provide a statement that they will
comply with all aspects of the Agreement, or provide any comments that they would like the City
to consider.
D. INSURANCE REQUIREMENTS
For insurance requirements, please see ATTACHMENT A, SECTION 26 - CITY'S STANDARD
MAINTENANCE SERVICES AGREEMENT.
E. CONSULTANT SELECTION METHODOLOGY
Upon receipt of Proposals, the City's consultant selection committee will rank the responding
consultants and develop a short list of qualified consultants to invite for interviews. The final
ranking of consultants will be based on the interviews. The City will negotiate the final scope and
fee with the most qualified consultant.

F. CONTRACT AWARD
Any contract resulting from this RFP will be awarded to a firm whose proposal meets the technical
requirements of the RFP and is evaluated as the highest-ranked proposal. Proposals will be ranked
in accordance with the evaluation criteria stated in this RFP.
Negotiations regarding a fair and reasonable price will occur subsequent to consultant selection.
Should the City be unable to obtain a fair and reasonable price through negotiations with the
highest qualified proposer, the City shall enter into negotiations with the next highest qualified
proposer and may award that contract if the parties are able to arrive at a fair and reasonable price.
If that is unattainable, the City shall enter into negotiations with the next highest qualified proposer
in sequence until an agreement is reached.
G. REQUIRED FORMAT FOR TECHNICAL PROPOSAL SUBMITTAL
Please submit your Proposal in the format specified below:
Cover Letter:
Emphasize the project team's strengths and the firm's experience. Include the name, address,
telephone number, title, and signature of the firm's contact person for this proposal. The
cover letter shall state that the submittal is valid for 90 days.
Table of Contents:
Provide the contents of the proposal.
Section 1. Approach and Scope of Work:
Provide your understanding of the project and describe your approach. Provide a detailed
scope of work that your firm will utilize in delivering the requested services in an efficient
and cost-effective manner, and in compliance with all applicable federal, state, and local
laws, regulations, codes, and ordinances. The scope shall also describe quality control
procedures, staffing, supervision, scheduling, and any other elements necessary to
successfully perform the services.
In your approach, describe methods that you will use for quality control, budget/cost control,
schedule control, and document control.
Section 2. Project Team, Key Personnel and Resumes:
Provide an organization chart showing the names and responsibilities of key personnel and

subconsultants. Provide resumes of all key personnel identified in the organization chart.
Resumes should emphasize staff's experience in managing a list of representative projects.
Section 3. Company Qualifications:
Provide qualifications of prime consulting firm and sub-consultants.
Section 4. References:
Proposers shall provide a minimum of three (3) references for projects of similar scope and
complexity performed within the past five (5) years. References shall include both current and
prior clients. At least some of the referenced work should include services performed for local
municipalities, public agencies, or county jurisdictions, if applicable. For each reference, provide
the agency or company name, project description, location, dates of service, contract amount (if
available), and the name, title, phone number, and email address of a contact person familiar
with the work performed. References should demonstrate the proposer's experience, reliability,
and ability to successfully perform services similar to those described in this Request for
Proposals.
Section 5. City's Standard Maintenance Services Agreement:
The RFP includes ATTACHMENT 2 - CITY'S STANDARD MAINTENANCE
SERVICES AGREEMENT. Proposers shall review the Agreement and provide a statement
that they will comply with all aspects of the Agreement, or provide any comments that they
would like the City to consider.
Section 6. Addenda Acknowledgment:
If any Addenda are issued by the City, the proposers shall include an acknowledgment of
receiving such Addenda and their agreement with the terms and conditions stated in such
Addenda. If no Addenda is issued, proposers shall state so in this section.

J. PRE-CONTRACTUAL EXPENSES IN RESPONDING TO THE RFP PREPARATION
The City of Alhambra shall not be liable for any pre-contractual expenses incurred by any proposer
or by any selected consultant. Each proposer shall protect, defend, indemnify, and hold harmless
the City of Alhambra from any and all liability, claims, or expenses whosoever incurred by, or on
behalf of, the entity participating in the preparation of its response to this RFP. Pre-contractual
expenses are defined as expenses incurred by proposers and the selected consultant, if any, in:
* Preparing and submitting information in response to this RFP
* Negotiations with the City on any matter related to this procurement
* Costs associated with interviews, meetings, travel or presentations
* All other expenses incurred by a proposer/consultant prior to the date of award and a formal
notice to proceed.
The City reserves the right to amend, withdraw and cancel this RFP. The City reserves the right
to reject all responses to this request at any time prior to contract execution, or only award a partial
contract for a limited scope of work. The City reserves the right to request or obtain additional
information about any and all proposals.

Introduction
The City of Alhambra is inviting proposals from qualified firms (referred to as "Contractor" or "Proposer")
to provide comprehensive cleaning services. These services will include:
- Emptying waste receptacles
- Removing debris
- Bi-monthly pressure washing of stairways
- Cleaning and sanitizing elevator floors, doors, and interior walls
In addition, the Contractor will utilize a vacuum truck for floor cleaning and other janitorial tasks necessary
to maintain the cleanliness, safety, and presentation of the parking structures for public use.
The Contractor is expected to provide qualified and dependable personnel with proven experience in
performing janitorial and custodial services for public facilities. The personnel assigned by the firm must be
capable of properly cleaning, maintaining, and servicing all designated areas within buildings, structures,
and properties owned or operated by the City. The City anticipates that staff will be regularly assigned to
perform routine janitorial services, preventative cleaning, and to address any sanitation or facility
maintenance needs that may arise.
The Contractor must ensure adequate staffing levels to provide consistent service and to respond to any
additional service requests from the City. The initial term of the contract will be (2) Two years, with the
possibility of renewal for up to four consecutive years, subject to the discretion and approval of the City.
I. General Information
1. Agreement
Contractor/ Proposer shall enter into an agreement with the City using the City of Alhambra
Maintenance Services Contract (Attachment A).
2. Proposal Submission
Contractor/ Proposer shall submit five (5) copies of their proposal and one (1) PDF file on a thumb
drive. Proposals shall be received no later than 10:00 AM on Thursday, May 14, 2026, at the

Late submittals will be rejected and returned. All responses must be completed as
required, signed by an official of the firm who is authorized to enter into a binding
agreement with the City on behalf of the company.

3. Proposed Award Schedule
The following proposed schedule is subject to change:

4. Award of contract by the City Council, if any, will be made in the best interest of the City and shall be
based upon various factors, including but not limited to the following: proposer's qualifications,
experience, responsiveness, availability and cost. The City of Alhambra reserves the right to accept
or reject any or all Proposals, to be the sole judge of the merits and qualifications of the services
and/or items offered and the ability of Proposer to responsibly perform.
5. The City reserves the right to waive any irregularities or informalities in any Proposal submitted or in
the procedure. An award of contract may be made to other than the firm offering the lowest costs.
Proposal may not be withdrawn for a period of sixty (60) days after the time Proposals are due.
II. Proposal Requirements
In order to assist the selection committee in making a determination, the City requires that all Proposers
adhere to the response format outlined below. Firms failing to meet this requirement will be negatively
evaluated. Missing sections or inadequate information presented may mean disqualification of the
company from consideration. Responses shall be simply prepared, brief and to the point. Needlessly
lengthy documents filled with extraneous material will not be favorably received.
Responses to this Request for Proposal shall include the following in this order:
1. Cover Letter.
2. Table of Contents.
3. Introduction/Executive Summary. Highlight the company's unique qualifications
and relevant experience.
4. Contractors understanding of the project and approach to the work.
Include scope of work listing tasks, descriptions, methods, and techniques.
5. A staffing chart by job description or title. Indicate which staff are in-house and
which are sub-consultants.
6. Sample Plan from agency of comparable size with comparable project scope.
7. Designation of Sub-Contractors/Sub-Consultants Form.
8. References Form. A listing of a minimum of three (3) clients for whom similar
work has been performed within the last five (5) years, including individual
contact person, address and phone number who is familiar with the project.
9. A schedule of the time required for the completion of the various scope of work
tasks.
10. Acceptance of Conditions Statement. This will be a statement offering the
proposer's acceptance of all conditions listed on the Request for Proposals
document. Any exception on the contractor's behalf must be stated in the
proposal including any exemptions to provisions in Sample Contract.
