Portable High-Accuracy Forensic Scene Mapping System
The Laconia Police Department is seeking proposals from qualified vendors to provide a portable, high
accuracy forensic mapping solution for law enforcement crash investigation, crime scene documentation, and
related public safety applications.
The desired solution is the Trimble Forensics Quick Response Solution (Advanced Bundle), Model FOR-01-
0118-ADV, capable of providing survey-grade GNSS positioning, rapid deployment, and seamless integration
with forensic mapping and scene reconstruction workflows. The system is intended to improve scene
documentation accuracy, reduce roadway closure time, and support courtroom-quality evidence collection.
The Trimble solution is marketed specifically for crash and crime scene investigation and includes high
accuracy GNSS hardware and forensic field software.
Submissions
Interested firms are encouraged to submit two (2) proposals in a sealed envelope to the City of
Laconia Purchasing Department, 45 Beacon Street East, Laconia, NH 03246 by 2:30pm on Friday
08/14/2026 to be considered. Submissions must be labeled "RFP No. 26-08-13P Portable High
Accuracy Forensic Scene Mapping System" Postmarks and other timestamps will not be accepted in
lieu of actual delivery to be considered. Emailed submissions will not be accepted.
The City of Laconia reserves the right to accept or reject any and/or all proposals or any part
thereof, to waive any formality in the process, and to accept the proposal considered to be in the
best interest of the City. Failure to submit all information called for may be sufficient grounds for
disqualification. The City of Laconia reserves the right to cancel this Request for Proposals at any
time for any reason.
Questions and Addenda
All questions regarding this RFP must be submitted in writing via email no later than 4:00 PM on
August 5, 2026, to kbullerwell@laconianh.gov.
Responses to questions and any resulting addenda will be posted on the City of Laconia website at
https://www.laconianh.gov/Bids.aspx no later than August 7, 2026.
It is the responsibility of all proposers to check the website for issued addenda prior to submission.

Project Background
The Agency requires a portable forensic mapping solution that can be rapidly deployed by investigators and
field personnel to document:
* Motor vehicle crash scenes
* Crime scenes
* Evidence locations
* Search and rescue incidents
* Public safety incidents requiring geospatial documentation
The solution shall provide centimeter-level positioning accuracy and allow collected data to be incorporated
into scene reconstruction and reporting workflows.
Scope of Work
The successful vendor shall provide:
A. Hardware
One complete portable forensic GNSS mapping solution including:
* High-accuracy GNSS receiver
* Rugged handheld data collector
* Mounting accessories
* Range pole and brackets
* Charging accessories
* Protective carrying case
* All cabling necessary for operation
B. Software
* Forensic field data collection software
* GNSS correction service subscription
* Licensing required for operation
* Software updates during subscription period
C. Services
* System configuration
* Initial setup
* User training
* Technical support
* Warranty services

Minimum Technical Specifications
The proposed system shall meet or exceed the following requirements.
4.1 GNSS Receiver
The GNSS receiver shall:
* Support multi-constellation satellite positioning
* Provide survey-grade positioning accuracy
* Achieve horizontal accuracy of approximately 2 cm or better when using correction services
* Support real-time correction services
* Operate without requiring a local base station
* Be suitable for outdoor forensic investigations
The Trimble QRS utilizes Trimble GNSS technology and correction services designed to provide centimeter
level accuracy without traditional base station requirements
4.2 Data Collection Device
The handheld controller shall:
* Be ruggedized for field use
* Include touch-screen operation
* Support wireless communications
* Run forensic field collection software
* Include onboard GPS and cellular connectivity
* Be suitable for operation in varying weather conditions
The Trimble QRS package commonly includes the Trimble TDC6 data collector designed for field forensic
applications.
4.3 Forensic Field Software
Software shall:
* Support crime and crash scene mapping
* Provide real-time visual scene diagramming
* Allow evidence point collection
* Support customizable feature coding
* Enable 2D and 3D scene visualization
* Export data for forensic reconstruction workflows
* Support integration with office-based forensic analysis software

Trimble Forensics Capture supports evidence collection, scene visualization, and integration with forensic
analysis workflows.
4.4 Accuracy Requirements
The proposed system shall:
* Deliver survey-grade measurements
* Produce georeferenced evidence locations
* Maintain accuracy suitable for courtroom presentation
* Include access to required correction services
The QRS system incorporates correction services intended to support centimeter-level positioning for
investigative documentation.
Training Requirements
The vendor shall provide:
* Initial operator training
* System setup instruction
* Data collection workflow training
* Documentation and user manuals
* Technical support contact information
Training resources are commonly available for Trimble Forensics deployments and should be included in the
proposal.
Warranty and Support
Vendor shall provide:
* Manufacturer warranty information

Unless specifically amended or deleted by the Purchasing Office, the following General Terms and Conditions apply to this RFP and any resulting
Purchase Order or Contract.
GENERAL TERMS AND CONITIONS:
RFP'S. Proposals must be received at the Purchasing Office before contract or order, representatives of the City of Laconia shall incur
