Annual Contract for Stone and Delivery

October 21, 2025

The Western Virginia Water Authority (Authority) is requesting sealed bids for an annual contract for stone and stone delivery for the Field Operations Division. The successful vendor shall furnish and deliver specified stone as stated in the Bid Form on an as needed basis for a set unit price per ton. The attached scope of work and specifications are submitted for your review and consideration.

Two (2) complete copies of the sealed bid will be received at and until 2:00 P.M. (local prevailing time) on October 21, 2025 in the office of Field Operations Center, 3322 Hollins Road, N.E., Roanoke, VA 24012.  It is the responsibility of the bidder to insure that their response is clocked in at the office of Field Operations by the above date and time.  Any responses received after the above date and time will be returned to the offeror unopened. All responses must have the BID number and title clearly marked on the envelope.  You must complete and sign the BID form. No faxed bids shall be accepted.  Your response and pricing should be submitted in a sealed envelope/package, clearly marked as follows:

The Authority shall provide the mechanism for the evaluation of all information received, the final determination of responsible offerors, and reserves the right to waive informalities and irregularities, and to accept or reject any or all bids.  The Authority reserves the right to procure from State Contracts when it is determined that these contracts are in the best interest of the Authority.  The Authority reserves the right to issue multiple contracts for the above service if in its opinion it is in the best interest of the Authority.

Code of Virginia § 2.2-4303:  All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means.  In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.  Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above.

If a contract is awarded, the successful bidder(s) shall enter into a one year contract with the Authority to provide the goods and services as defined in this invitation.  The one year period shall begin on the date the agreement is signed and executed by the Authority.  Agreements shall be executed within thirty days of bid opening. The contract may be renewed for two additional one year terms if agreed to by both the Owner and Bidder.

Bidders are referred to the Code of Virginia, Public Procurement Act § 2.2-4300 et seq. to review the process for competitive sealed bidding.

Any brand names used in these specifications are for comparison only.  Deviations and/or alternates will be given consideration if they are considered to be suitable and acceptable for comparison.  Any deviations or alternates must be submitted, in writing, and clearly identified in the bid.  Deviations or alternates discovered after bid award or material receipt, not stated in the bid, shall be grounds for disqualification and nullification of order.
