Brown Water Treatment Plant Filter Effluent Bypass Pipe
Sealed bids for the project entitled Brown WTP Filter Effluent Bypass Pipe will be received by
the City of Durham until 2:00 p.m. local time June 25, 2026, at the City of Durham Department
of Water Management, located at 1600 Mist Lake Drive, Durham, North Carolina. At said
place and time, all Bids that have been duly received will be publicly opened and read aloud.
THE PROJECT GENERALLY CONSISTS OF the complete installation of a 54-inch and 30-inch
filter effluent bypass pipe, a 72-inch PCCP line stop, a 72-inch PCCP tapping sleeve and valve
assembly, a 54-inch ductile iron tapping sleeve and valve assembly, a 24-inch ductile iron tapping
sleeve and valve assembly, extending existing filtered effluent chemical feed lines, a chemical
injection vault, and civil site improvements.
A mandatory Pre-bid Conference will be held at 10:00 am local time May 27, 2026, via a
Microsoft Teams meeting. The Pre-bid Conference may be accessed at the following link:

Site Visit will be held at 10:00 am local time June 4, 2026 at the Brown WTP site, located at 1615
Infinity Road, Durham, NC 27712. Interested parties are required to attend the Pre-bid
Conference and the Site Visit. Contractors that fail to attend both the Pre-bid Conference and the
Site Visit will be deemed non-responsive
The Contract Documents for the project may be examined at the CDM Smith office, located at
4130 Parklake Ave, Suite 350, Raleigh, North Carolina 27612, Mondays through Fridays,
between the hours of 9:00 AM and 4:00 PM. Bid Documents may be obtained from Accent
Imaging, located at 8121 Brownleigh Drive, Raleigh, NC 27612, or at www.planscope.com
(Accent Imaging’s platform). An electronic copy of the Bid Documents in Portable Document
Format can be obtained at no charge. A printed copy of the Bid Documents plus electronic files
may be obtained for a non-refundable fee of one hundred and fifty dollars ($150.00).
Each Bidder must be licensed under Chapter 87 of the North Carolina General Statutes. Bidders
must conform with the provisions of the North Carolina Contractor’s Licensing Act of 1925, as
amended. All Bids must include a non-collusion affidavit provided in Appendix E of the
Specifications.
No Bid shall be considered or accepted unless at the time of its filing the same shall be accompanied
by a deposit of cash or a certified or cashier's check drawn on a bank or trust company insured by
the Federal Deposit Insurance Corporation (FDIC), in an amount equal to five percent (5%) of the
amount of the Bid. The check shall be made payable to the City of Durham. Said deposit shall
guarantee that the Contract will be entered into by the successful Bidder if the award is made. Such
deposit of cash or certified or cashier's check may be held by the City until the successful Bidder
has executed and delivered the Contract Documents, including performance and payment bond, to
the City of Durham and returned or kept in accordance with North Carolina General Statute 143-
129.
In lieu of the cash deposit or certified or cashier’s check mentioned above, the Bidder may file a
Bid bond in the same amount executed by a corporate surety authorized to execute such bonds in
North Carolina and conditioned as provided by North Carolina General Statute 143-129 and in the
form included in the Bidding Documents. Bid bond forms enclosed as part of the Bidding
Documents must be properly executed at the time Bids are submitted before Bid will be considered.
Properly executed Power of Attorney of the corporate surety's agent shall accompany such bond
and be attached to the page provided therefore in the Bidding Documents.
The City of Durham encourages the participation by historically underutilized businesses (HUB)
in construction projects as defined in GS 143 -128.2 (g). Equal access and opportunity to
participate in all aspects of construction projects shall be provided to HUB. It is the policy of the
City to provide equal opportunities for City contracting to underutilized businesses owned by
minorities and women doing business in the City’s Contracting Marketplace. It is further the policy
of the City to prohibit discrimination against any firm in pursuit of these opportunities, to conduct
its contracting activities to prevent such discrimination, to correct the present effects of past
discrimination and to resolve complaints of discrimination. This policy applies to construction
contracting. The project has specific HUB participation goals, and each bidder shall make a good
faith effort and shall document such efforts to utilize minority businesses and comply with the City
of Durham’s contract.
The City of Durham reserves the right to accept or reject any or all Bids, to waive any and all
informalities, and to disregard all nonconforming or conditional Bids or counter Bids, and to accept
the Bid that will be in the best interest of the City of Durham.
