The purpose of this amendment is to:
1. Correct the NAICS Code from 333914 to 339114.
2. Respond to vendors questions.
3. In corporate the revised Statement of Work.

Response to Vendors Questions:
Question1: Please confirm whether the contractor must perform installation, electrical connection, piping, rigging, start-up, testing, commissioning, training, removal, or disposal. If any field work is required, please provide the complete technical and site requirements.
Answer 1: Contractor is not responsible for installation. This solicitation is only for the purchase of the air compressor.
Question 2: The schedule notes that a desiccant air dryer is currently being used. Please identify its manufacturer/model, connection requirements, controls interface, and whether the new compressor must be connected to or certified as compatible with it.

Answer 2: Yes there is a dryer, but we are just buying the compressor. No installation is required.

Question 3: For delivery, is a mandatory requirement for delivery or may offerors propose a lead time that will be comparatively evaluated.

Answer 3: The Government would like to know the lead time that will be comparatively evaluated.
Question 4: Is this requirement for brand-name only or does the identified Quincy model merely establish the salient characteristics?
Answer 4: The Government would prefer the Quincy QOF-15 as this is the current air compressor in use at the medical center.
Question 5: Please identify the complete required configuration, including tank, dryer, filters, controls, accessories, voltage/phase, capacity, and any dental-air or medical-air compliance standards.
Answer 5: The Government is only buying a piece of equipment not a full redesign. The specifications for this piece of equipment is in the solicitation.
Question 6: Please confirm the required delivery date, destination, inspection/acceptance criteria.
Answer 6: Within 30 days of award and then there will be a full visual inspection once the vendor delivers this piece of equipment to the warehouse.
Question 7: Will the Government consider an "or equal" dental air compressor that meets or exceeds all stated specifications and performance requirements, or if only the Quincy QOF-15 will be accepted?Â
Answer 7: The Government prefers the Quincy QOF-15. We consider other equal units.
Question 8: Please confirm whether the contractor s responsibility is limited to FOB-destination delivery or whether the contractor must also provide any of the following:
Removal or disconnection of the existing failed compressor;
Rigging, unloading, inside delivery, and final placement;
Electrical installation or connection to the existing 460-volt, three-phase service;
Compressed-air piping and connection to the existing system;
Connection to the existing desiccant air dryer;
Startup, commissioning, performance testing, and air-quality testing;
Disposal of the existing compressor; or
Training or operating instruction.
Answer 8: Contractor is not responsible for any of the above. This solicitation is only for the purchase of the air compressor.
Question 9: The price schedule states that a desiccant air dryer is currently being used. Please confirm:
Whether the existing dryer will be reused;
The manufacturer and model of the existing dryer;
The required inlet and discharge connection sizes;
Whether adapters, flexible connectors, filters, regulators, valves, or other accessories must be supplied;
Whether compatibility with the existing dryer must be confirmed by Quincy; and
Whether an integrated dryer is excluded from the required compressor configuration.
Answer 9: Yes there is a dryer, but we are just buying the compressor. No installation is required.
Question 10: Please provide or confirm the complete Quincy catalog/configuration number for the required QOF-15 system. In particular, please clarify whether the requirement includes:
A receiver tank;
Duplex or independently controlled compressor modules;
Master controller or sequencer;
Remote alarm contacts;
Filtration package;
Automatic drains;
Vibration isolators;
Flexible connections;
Factory startup; and
Any accessories required for compliance with the referenced VA Technical Information Library specifications, NFPA 99, and ISO 8573-1 Class 0.
Answer 10: This requirements is only for the air compressor not a full redesign.
Question 11: Please confirm the required warranty period and whether installation or startup must be performed or certified by a Quincy factory-authorized service provider for the manufacturer s warranty to remain valid.
Answer 11: The OEM warranty is applicable to this requirement. This requirement does not include installation or startup.
Question 12: Please confirm whether the offeror must submit manufacturer documentation expressly demonstrating compliance with:
VA Technical Information Library Specification 22 15 00;
VA Specification 22 61 19.74;
NFPA 99; and
ISO 8573-1 Class 0.
Answer 12: Yes.
Question 13: Must contractor itself be an authorized Quincy distributor, or may a small-business prime furnish the equipment through an authorized Quincy distributor with full manufacturer traceability and warranty support?
Answer 13: The contractor submitting the quote must be the authorized distributer/reseller of the OEM.
Question 14: What country-of-origin, Buy American, Trade Agreements Act, and domestic-content representations are required?
Answer 14: See the solicitation.
Questions 15: For this small-business set-aside, is there any restriction on manufacturer size under the Nonmanufacturer Rule, or is an applicable waiver being used?
Answer 15: A class waiver applies for the requirements. This acquisition is covered by an SBA Nonmanufacturer Rule class waiver. If an offeror is a nonmanufacturer, they do not need to supply the product of a small business manufacturer. However, all other NMR criteria still apply ( 500 employees for the nonmanufacturer, ownership/possession, supply the end item, etc.). The waiver does not eliminate small business subcontracting limitations under 13 CFR 125.6 and FAR 19.505.
Question 16: Please confirm the required delivery date, destination, inspection/acceptance criteria, and whether freight must be included in the unit price.
Answer 16: See Answer 6 for delivery information. Yes, freight must be included in the unit price.
Question 17: Please confirm that questions remain due July 31, 2026, at 8:00 a.m. Central and quotes are due August 7, 2026, at 2:00 p.m. Central.
