Pursuant to Procurement Policy Board Rule Section 3-05, the Department of Environmental Protection, intends to enter into a sole source agreement with Azure Water Services, LLC for the purchase of Purate. The Bureau of Water Supply (BWS)  uses Purate to create chlorine dioxide which aids in the removal of biofilm from the aqueduct walls to increase water capacity in Catskill water supply, and provides enhanced pretreatment of the Croton water supply to help reduce algae that create taste and odor concerns but primarily provides for the oxidation process to rapidly oxidize soluble manganese (Mn) and iron (Fe), and lower THMs and HAAs
(disinfection byproducts).  DEP has determined, that Azure Water Services, LLC, is the sole authorized source of these products. Any firm which believes it is authorized to provide such products are welcome to submit an expression of interest. All related inquiries should be sent via the Discussion Forum in PASSPort or to Krystal Castle, Senior Category Manager at kcastle@dep.nyc.gov, no later than December 12, 2025 by 11:00 A.M.
