INDUSTRY INPUT
The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested parties,
agencies, and stakeholders regarding the future of its Information Technology and Telecommunications (IT&T)
Services.
This RFI is an essential tool to gain insights from industry leaders and experts who perform services in or related to
service desk, end user services, networking, applications development and maintenance, security, disaster recovery,
cloud management, and innovation. The information gathered will help inform the County on how it may consider
structuring, modernizing, and delivering its future IT&T services.
The goal of the RFI is to identify and understand potential bidders in the market, considering requisite skills,
qualifications/experience, local presence, and specialized capabilities that support IT&T services.
This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal or a
promise to issue a solicitation in the future. This request for information does not commit the County to contract for any
supply or service whatsoever. Respondents are advised that the County will not pay for any information or
administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at
the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitations. It
is the responsibility of the potential respondents to monitor this request for additional information pertaining to this
requirement.
The County will use the submitted information to assist it in developing a strategy, roadmap, funding projections and
implications, and understanding potential and available market solutions that meet government requirements. The
County reserves the right to use, without restriction, any information provided in response to this RFI. Additionally,
please note that all information provided in response to this RFI may be subject to disclosure under the California Public
Records Act (CPRA). If Respondent has information that it believes is clearly subject to an exemption under the CPRA
from disclosure, the Respondent can split any information into a separate exhibit/upload and designate that
exhibit/upload as CONFIDENTIAL/PROPRIETARY in its response and execute the County’s Non-Disclosure
Indemnification Agreement (posted separately on BuyNet). The County will then treat such designated information in
accordance with the requirements and processes set forth in the Non-Disclosure Indemnification Agreement.

Respondent may submit responses to the questionnaire anonymously and/or may submit questions regarding this RFI

Additionally, the County may use at its sole discretion, concepts and ideas contained in the RFI response in any future
procurement efforts and will not identify the source of the information unless required by applicable law.

OVERVIEW AND BACKGROUND:
Since 1999, the County of San Diego (County) has outsourced most of its Information Technology and
Telecommunication (IT&T) services to a single, commercial provider, including but not limited to networks, data
center, applications, service desk, telecommunications, desktops and cybersecurity. Oversight and management of the
outsourcing contract is provided by the County Technology Office (CTO). The County’s current IT&T services
agreement will end December 31, 2028. Recommendations and inputs for future planning will be collected from various
sources and assessed for its operational fidelity, innovation, long-term enforceability, fiscal stability, and customer-
centric focus.
The IT&T services agreement operates under six service frameworks:

3. Provide a brief and high-level summary of your organization’s size and experience in the market, performing
Information Technology and Telecommunications (IT&T) services for other governments or entities of similar size
and scope to the County. The current IT&T services agreement supports approximately 20,000 end users, over 40
departments and offices, over 400 facilities and properties, more than 20,000 computing devices and 8,000 mobile
devices and had a spend of $20M in Fiscal Year 24-25.

4.1. Describe your organization’s skills, resources, experience, and qualifications to perform each of the IT&T
service frameworks selected in Table 1.
4.2. To the extent that each service framework must demonstrate a level of performance, what services levels have
proven most effective for measuring performance and value in these service frameworks for large-scale IT&T
service contracts?
4.2.1.How do you recommend aligning service levels with both operational efficiency and strategic business
outcomes?
4.2.2.What should the County consider in the development of its Statement of Work that would maximize
agility with the contractor(s), and provide a level of flexibility while maintaining robust vendor
performance?
5. Sourcing Models
5.1. The County’s IT&T services currently operate primarily under a single prime contractor model. The prime
contractor takes full responsibility for integrating services and managing all subcontractors and contracts
required to provide the IT&T services.
5.1.1.What experience does your organization have with serving as a prime contractor/integrator for multiple
service frameworks (include specifics about which service frameworks)?
5.1.2.What are the pros and cons if the County were to consider a multi-sourcing model (e.g., service
frameworks contracted with different contractors and corresponding agreements)? Provide a high-level
diagram of an optimal sourcing model.
5.2. Describe your experience working within/supporting a multi-sourcing framework and explain any of the
advantages or benefits gained in flexibility and agility as it relates to innovation or adoption of new
technologies, cost savings/reduction, service quality or performance, and domain or specialized expertise.
5.3. Within a multi-sourcing model, describe how your organization would align financial terms to meet the
customer’s operational goals in the best way possible? Include approaches to tiered pricing models,
incentivizing innovation, and maximizing cost transparency.
5.4. What experience does your organization have in a multi-source services delivery model? Include experience
related to enterprise infrastructure, applications management (development, M&O), project scheduling and
budgeting, and resource allocation.
5.4.1.How should this be structured in the contract(s)?
5.4.2.Given that many applications will require an enterprise architecture review, what is your approach to
enterprise architecture program?

7.1.1.Does your organization have experience in supporting similar inclusive and economic policies in the
performance of IT&T services, and more specifically, what experience does your organization have
maximizing local vendor participation in subcontracting or third-party services to perform work? Are
there opportunities within this region for local businesses to perform IT&T services (e.g., end user
services, service desk)?

8.1. The County is interested in establishing a Center of Excellence (CoE) model as part of a service offering in the
future IT&T services agreement, where the CoE would lead with expertise and provide knowledge about a
specific IT domain, emerging technologies, billings, etc. The CoE would serve as an educational resource both
for the County and for the contractor designing, developing, implementing, and operating IT&T solutions.
