Rehabilitation of 3-MGD RO Plant Degasifier Tower and Odor Control Scrubber System

The City of Deerfield Beach is soliciting sealed responses from qualified vendors for the Rehabilitation of 3-MGD RO Plant Degasifier Tower and Odor Control Scrubber System, as specified in this Invitation to Bid to include the rehabilitation and restoration of the 3-MGD RO Plant Degasifier Tower and Odor Control Scrubber System at the Water Treatment Plant, including media removal and disposal, cleaning, inspection, structural grating and minor repairs, interior coating, installation of Owner-supplied media, and performance testing in accordance with the terms, conditions, scope of work, drawings and technical specifications of the above mentioned Invitation to Bid Construction.

Questions and Answers: The City provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through eProcurement Marketplace by the date and time referenced in the solicitation document (including any addenda). The City will respond to all questions via eProcurement.

Licensing Requirements: The Vendor must possess a valid Florida Certified or Registered General Contractor (CGC) license. No other primary contractor license classification will be accepted for this project. Refer to Qualification of Bidders for additional information.

Bid Guaranty: Each submittal shall be accompanied by a bid guaranty, or other acceptable alternative, in an amount equal to five percent (5%) of the bid amount (Refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements).

Bid Allowance Amounts: This solicitation includes a fixed Repair Allowance of Twenty-Five Thousand Dollars ($25,000.00) for grating and coating repairs, structured as Bid Line 1.10. All Bidders shall enter exactly $25,000.00 on Bid Line 1.10. Do not include the allowance amount in any other bid line. Work under the Repair Allowance will be performed only as authorized in writing by the City following inspection and verification of field conditions, will be paid at the unit prices bid, and any unused portion will be credited back to the City at project closeout.

The City of Deerfield Beach is exempt from Federal and State Taxes for tangible personal property tax.

The City of Deerfield Beach reserves the right to accept or reject any or all Bids, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City.
