The purpose of this notice is to alert interested parties to the following Space Communications and Navigation (SCaN) program Unified Network and Navigation Operations (UNNO) market research events:





UNNO Industry Day (Hybrid Event)



An UNNO Industry Day event will be held on Friday, August 7, 2026, beginning at 9:00 a.m., Eastern Time, at the NASA Headquarters James E. Webb Memorial Auditorium - Mary W. Jackson NASA Headquarters, 300 Hidden Figures Way SW (formerly 300 E Street SW), Washington, D.C. Virtual attendance at the UNNO Industry Day will be supported via Webex.



Interested parties are required to register for Industry Day no later than August 6, 2026, 5:00 p.m., Eastern Time, by contacting the Contracting Officer, Benjamin Kamp, at benjamin.m.kamp@nasa.gov, with cc to Sadie Moulton, at sadie.m.moulton@nasa.gov. Please refer to Unified Network and Navigation Operations (UNNO) in any response. Registration requests for Industry Day should include the following:




  1. Requester’s name, organization, and email address

  2. Names, organizations, and email addresses of any additional attendees

  3. Indication of on-site or virtual attendance for each attendee



Additional on-site and virtual attendance information will be provided in response to registration requests.



The presented UNNO Industry Day charts, as well as a listing of all interested parties requesting participation in Industry Day meeting, will be posted to SAM.gov following the event.





Informal Meet-and-Greet (On-site only)



The UNNO Government Team anticipates being available for an informal meet-and-greet at a public location in Washington, D.C., during the evening of August 6, 2026. All food and beverage costs will be at attendee expense. Additional meet-and-greet details will be provided in response to Industry Day registration requests.



One-on-One Meetings (On-site only)



NASA anticipates hosting one-on-one meetings to support UNNO market research in Huntsville, Alabama, August 11-13, 2026. Interested parties may request a one-on-one meeting by contacting Benjamin Kamp, at benjamin.m.kamp@nasa.gov, with cc to Sadie Moulton, at sadie.m.moulton@nasa.gov, no later than August 8, 2026, 5:00 p.m., Eastern Time. Requests for one-on-one meetings should include the following:




  1. Requester’s name, organization, and email address

  2. Names, organizations, and email addresses of additional attendees (Total interested party attendance limited to 5 individuals)

  3. Preferred meeting date

Participation at the above market research events is not required for participation in subsequent UNNO market research or solicitation activities. Participation in market research events will not be considered in any subsequent proposal evaluation.

National Aeronautics and Space Administration (NASA) /Marshall Space Flight Center (MSFC) is hereby soliciting information from potential sources regarding an emerging opportunity for Unified Network and Navigation Operations (UNNO).



The Space Communications and Navigation (SCaN) program is responsible for and manages NASA's communications and navigation capabilities to enable scientific discovery and space exploration. Currently these capabilities are provided through the Near Space Network (NSN) and the Deep Space Network (DSN). SCaN is evolving its management and operational structure to form an integrated network operations team under SCaN’s One Network philosophy to be executed under the UNNO contract.



Together as a cohesive organization, SCaN Program Office will provide reliable, efficient, secure, and innovative communication and navigation network services that connect mission operations teams to their spacecraft, a vital link that enables mission success. Missions supported include NASA human spaceflight and scientific programs, non-NASA government agencies, commercial companies, and international partners.



SCaN’s network capabilities will continue to evolve through an increasing use of commercial services across the Earth, lunar, Mars, and deep space domains; however, not all capabilities will be fully commercialized. Certain mission-critical functions will continue to rely on government-owned systems where necessary to ensure performance, resilience, and global coverage. SCaN will pursue the right balance of government and commercial capabilities to efficiently leverage available industry services while sustaining essential government infrastructure.



SCaN is seeking contract support to provide operations, maintenance, sustainment, integration, and continuous improvement for the existing networks as current capabilities transition and integrate new capabilities. This contract will include support for: (1) Near Space Network operations including the Space Relay (TDRS) and Direct-to-Earth (DTE) services; (2) Deep Space Network operations including all CONUS-based facilities (Goldstone DSCC, JPL Mission Operations Center, and Monrovia Remote Operations Center) and selected global logistics and network wide initiatives needed to coordinate with the worldwide DSN footprint; and (3) Cross-Cutting Network Management functions enabling the unified "One Network" operational construct.



NASA values collaboration with industry and is requesting information in two separate forms: capability statements and industry feedback. See Attachment 2 - Capability Statement Request and Attachment 3 - Industry Feedback Request for further details and instructions for specific information requested.



No solicitation exists and therefore cannot be provided at this time. If a solicitation is released, it will be provided through SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or additional updates.



This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of any evaluation.



Any information submitted in response to this RFI that is marked as “Confidential Commercial or Financial Information” will be considered as voluntarily submitted in accordance with the Freedom of Information Act. All information requested must be UNCLASSIFIED.
