Synopsis:

The Saskatchewan Research Council (SRC) is constructing the Rare Earth Processing Facility (REPF) in Saskatoon, Saskatchewan. The REPF is a multi-unit industrial complex designed to process and refine rare earth elements and includes hydrometallurgical circuits, solvent extraction, calcination, effluent treatment, product handling, and associated utilities and infrastructure systems.

SRC invites qualified suppliers to submit proposals for the design, supply, installation, integration, testing, commissioning, and handover of a complete, fully integrated Security and Access Control System for the Saskatchewan Research Council (SRC) Rare Earth Processing Facility, comprising the REPF Site, MPU Building (Bay R) and the SXU Building (Bay P).

SRC is conducting a Request for Proposals (RFP) for the REE Security and Access Control. SRC invites qualified firms, with a proven track record of completing work within scope, on time, and on budget, to submit proposals. The purpose of this RFP is to identify Proponents able to provide the product in an economical and timely manner, and to identify a proponent(s) with whom SRC may enter into an Agreement.

Additional Information:

The Contractor shall provide a turnkey, fully integrated security and communication solution including, but not limited to the following systems and services:

- Access Control System

- Video Intercom System

- CCTV / Video Management System (VMS)

- Emergency Call Stations

- Industrial Communication / Assistance Phones

- Security Control Room Integration

- Security Network Infrastructure (logical design and equipment)

- Cybersecurity implementation and system hardening

- Power supply and backup integration

- Degraded mode operation between MPU and SXU

- Installation, configuration, testing, commissioning, training, and documentation

The scope includes all design activities required to coordinate with SRC, consultants, and other trades during construction and commissioning. Appendices A-C are included in the RFP Document.
