ADVERTISEMENT FOR BIDS
The Paulding County Board of Commissioners is soliciting sealed electronic bids through its Bonfire
eProcurement Portal for the furnishing of all labor, materials, equipment, tools, and incidentals
necessary for the construction of:
PAULDING COUNTY WATER SYSTEM
MACLAND ROAD (SR 360) WATER MAIN REPLACEMENT
POPLAR SPRINGS ROAD TO CCMWA METER
BID NO. 27005-3801
Bid Due Date: Friday, September 18, 2026
Time: 10:00 A.M. (Local Time)
All bids shall be submitted electronically through the Paulding County Bonfire eProcurement Portal.
Late submissions will not be accepted.
The Owner is the Paulding County Board of Commissioners. The Engineer for the project is
AtkinsRealis USA.
A public bid opening will be held immediately following the submission deadline in the Paulding
County Board of Commissioners Meeting Room, Second Floor, Watson Government Complex, 240
Constitution Boulevard, Dallas, Georgia 30132. Bid pricing will be read aloud.
Principal Items of Work
* 1,199 L.F. of 16-inch D.I.P. (Pressure Class 250) Water Main and Appurtenances
* 234 L.F. of 24-inch Steel Casing (0.375" Wall Thickness) (Jack and Bore)
* 485 L.F. of Excavation and Removal of Existing 6-inch D.I.P. Water Main
* Six (6) 16-inch Gate Valves and Valve Boxes
Contractor Prequalification
Only pre-qualified bidders will be permitted to submit a bid for this project.
Any prospective bidder not currently pre-qualified with the Paulding County Water System must
submit a completed Statement of Bidder's Qualification to the Engineer no later than 12:00 Noon
on September 4, 2026.
Prospective bidders who have not previously qualified may obtain the prequalification application by
emailing Jodi Brock at jodie.brock@paulding.gov.
Prequalification criteria include, but are not limited to:
* Experience successfully completing similar projects for local governments in Georgia;
* Demonstrated financial capacity and resources to complete the work;
* Compliance with insurance and bonding requirements.
Prospective bidders will be notified of their prequalification status within three (3) business days
after receipt of a complete application.

Bidders shall comply with all applicable Georgia laws. Contractors submitting bids exceeding
$100,000 must possess a current Georgia Utility Contractor License.
Contract Time
The successful bidder shall commence work upon receipt of a written Notice to Proceed and shall:
* Substantially complete the project within ninety (90) consecutive calendar days, and
* Fully complete the project within one hundred twenty (120) consecutive calendar days,
as specified in the Contract Documents.
Bid Documents
Bid documents, specifications, and addenda are available at no cost through the Paulding County
Bonfire eProcurement Portal.
Interested vendors must register for a free Bonfire account to download solicitation documents,
receive addenda, submit questions, and electronically submit bids.
Questions
Questions regarding the technical specifications or contract documents shall be submitted in writing
through the Bonfire Portal no later than 12:00 Noon on Thursday, September 10, 2026.
Bid Submission
All bids must be submitted electronically through the Paulding County Bonfire eProcurement Portal
before the stated deadline. It is the sole responsibility of each bidder to ensure its submission is
successfully uploaded and received before the bid closing time. The County will not accept bids
submitted by mail, courier, email, fax, or hand delivery.
Reservation of Rights
The Paulding County Board of Commissioners reserves the right to reject any or all bids, waive
technicalities and informalities, re-advertise, and make such modifications to the contract as may be
deemed in the best interest of the County.
Each bidder agrees to waive any claim against the Owner, the Engineer, and their respective officers,
employees, and representatives arising from or relating to the administration, evaluation,
recommendation, or award of this solicitation.
