Spalding County is accepting sealed bids from qualified contractors for the DEMOLITION OF THE FORMER
DUNDEE MILL HEADQUARTERS, 349 Railroad Avenue, Griffin, Georgia 30223 (Tax Parcel 109 01015), located at
the intersection of Railroad Avenue and Cheatham Street. This work is undertaken pursuant to a court order in
Spalding County, Georgia v. Real Property Located at 349 Railroad Avenue et al., Magistrate Court of Spalding
County, Civil Action No. 25-S-2412, declaring the property a public nuisance and authorizing the County to enter
the property and abate the nuisance.
Bids will be received no later than September 23, 2026, at 2:00 PM, by Mitzy Campbell, Spalding County
Purchasing Officer. Bids received after the above date and time, or in any location other than the Purchasing
Department, will not be considered.

A Mandatory Pre-Bid Conference and Site Visit will be held at 349 Railroad Avenue, Griffin, GA 30223, on the
date and time above. The site is fenced and secured; bidders will be admitted only for the scheduled site visit.
The Project Manager will provide an overview of the work, including access, security, and below-grade
conditions, and answer questions. All interested bidders are required to attend.
This project will be bid on a Lump Sum basis for the base scope of work, with separately priced Add/Alternates
as described in the Scope of Work, and awarded to the responsive and responsible bidder submitting the lowest
total base bid. A 5% Bid Bond is required for contracts exceeding $100,000.00. The bid bond must be present for
the bid to be read or considered. 100% Performance and Payment bonds will be required of the successful
bidder if the contract exceeds $100,000.00.
Because the confirmed scope of this project includes the abatement of asbestos-containing material (ACM), all
bidders must be a Georgia Licensed Asbestos Abatement Firm and hold a current Georgia Asbestos Contractor
License issued by the Georgia Environmental Protection Division (EPD), consistent with the Georgia Asbestos
Rules (www.epd.georgia.gov/georgia-asbestos-rules). See "Professional Licenses" and "Firm's Qualifications"
below.
Spalding County reserves the right to reject any or all bids based on past performance, waive technicalities and
informalities, and re-advertise. All Minority, Women, and Small Businesses are strongly encouraged to apply.
Only responsive bids that meet the requirements and criteria set forth by Spalding County will be considered.
NOTICE TO BIDDERS:
TITLE VI OF THE CIVIL RIGHTS ACT OF 1964, AS APPLIED THROUGH THE CIVIL RIGHTS RESTORATION ACT OF 1987
- The County of Spalding, Georgia, in accordance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d to
2000d-4, as amended by The Civil Rights Restoration Act of 1987, hereby notifies all bidders that no person shall
on the grounds of race, color, national origin, sex, age, and handicap/disability, be excluded from participation
in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity
conducted by the recipient regardless of whether those programs, services, and activities are federally funded or
not. Further, it will affirmatively ensure that in any contract entered into pursuant to this advertisement,

GENERAL INSTRUCTIONS TO BIDDER
1. The following instructions are to be considered an integral part of this bid; unless otherwise requested,
one (1) marked "Original" and one (1) marked "Copy" of the bid need to be submitted and MUST BE
TYPEWRITTEN OR PRINTED IN INK. The person signing the bid form must initial any changes or
corrections made to this bid using blue ink.
2. The person, firm, or corporation making the bid shall submit their bid, attaching the final page of this
document to the front of their bid, to the Spalding County Purchasing Officer. The cover submittal page
must include the bidding company's name, bid title, bid number, and bid date. No bid may be withdrawn
or modified after the bid-opening deadline.
3. If descriptive literature is attached to the bid, the bidding company's name, bid title, bid number, and
bid date must appear on all sheets.
4. If there is any question whatsoever regarding any portion of the instructions or specifications, it shall be
the bidding company's responsibility to seek clarification immediately from the Spalding County
Purchasing Department during the question period stated herein. The bidder shall be responsible for
checking the Georgia Procurement Registry (https://ssl.doas.state.ga.us/gpr/index) for any/all addenda.
Answers to all questions will be posted, if applicable, within the specified timeline on page one (1).
5. The bidding company must clearly state any variation from the specifications in writing and submit it
with its bid.
6. The apparent silence of the specifications and any supplemental specifications as to any details, or the
omission from it of a detailed description concerning any point, shall be regarded as meaning that only
the best commercial practices are to prevail and that only materials and methods of first quality and
correct type are to be used. All workmanship, abatement, and demolition practices are to be of first
quality and in compliance with all applicable federal, state, and local law, including the Georgia Asbestos
Rules enforced by the Georgia EPD.
7. This bid shall be awarded to one responsible bidder on a total lump sum price basis for the base scope of
work. Add/Alternates will be priced separately and may be accepted or declined at the County's
discretion at the time of award. Unit prices and extensions will be verified, and the total will be checked.
The unit price extension and the net total must be shown. Unit price SHALL prevail.
8. The following criteria are used in determining a low-responsible bidder. A bidder who does not meet
these minimum qualifications will be deemed non-responsive, and its bid will not be considered,
regardless of price:
a. Bidder is a Georgia Licensed Asbestos Abatement Firm and holds a current Georgia Asbestos
Contractor License (bidder or listed subcontractor) covering the full term of the project.
b. The bidder's ability, capacity, and skill to perform demolition and asbestos abatement of a structure
of this size and condition.
c. Whether the bidder can perform the work promptly and within the specified time.
d. The bidder's character, integrity, reputation, judgment, experience, and efficiency, including safety
record (Experience Modification Rate).
e. The performance of previous demolition/abatement contracts of similar size and scope, as
evidenced by references.
f. The suitability and capacity of equipment for a below-grade structural demolition of this type.

9. Spalding County desires completion of the work as soon as possible after the date of award, in light of
the court-ordered nature of this abatement. An unreasonable completion schedule may disqualify a bid.
Each bidder shall state a specific number of calendar days to substantial completion and avoid using the
terms "ASAP" or "approximately so many days."
10. The bidder or contractor shall provide copies of Workers' Compensation Insurance with a limit of not
less than required by the State of Georgia. In addition, copies of Commercial General Liability Insurance
and Pollution/Environmental Liability Insurance (covering asbestos abatement operations) shall be
provided. See "Insurance Requirements" below.
11. Federal or State Sales Tax is inapplicable.
a. Spalding County's Tax Identification Number (TIN) is 58-6000886.
b. Spalding County is tax-exempt under the code of Georgia, Chapter 88-18.
12. Cash discounts or end-of-month terms should be shown separately, even if the terms are net.
13. Spalding County:
a. Reserves the right to accept or reject any or all bids due to past performance, etc., and waive any
informality. The County expressly reserves the right to postpone the bid opening for convenience
and to reject any or all bids without indicating any reasons for such rejection(s).
b. May request and consider submission of bid modifications at any time before award if in the best
interest of the County.
c. May request clarification and/or additional information from bidders during the evaluation process.
d. May negotiate with the selected contractor to include further services not identified in this ITB.
e. In the event of contract termination, may enter into contract negotiations with other qualified
companies that submitted acceptable bids rather than re-bidding the project.
f. Will accept or reject all bids within 90 days from the bid opening date.

Insurance Requirements
Within ten (10) days of Notice of Award, and at all times that this contract is in force, the contractor shall obtain,
maintain, and furnish Spalding County Certificates of Insurance from licensed companies doing business in the
State of Georgia and acceptable to Spalding County covering:
* Workers' Compensation Insurance
* Commercial General Liability Insurance
* Automobile Liability
* Umbrella Liability Insurance
* Pollution/Environmental Liability Insurance, covering asbestos abatement and disposal operations, with
Spalding County named as additional insured
Copies of these Certificates of Insurance shall be furnished to Spalding County before execution of the contract.
Such policies shall be non-cancellable except on thirty (30) days' written notice to Spalding County.
Local Preference Policy
For purchases, bids, proposals, or contracts under $100,000, the local vendor may be allowed to match the
lowest-priced bid if the local vendor's bid is within 5% of the lowest-priced bid from a non-local vendor. The
local vendor shall be awarded the contract if their bid matches the lowest price and meets all other terms,
including quality, service, and conditions. If price bids from more than one local vendor are within 5% of the
lowest overall bid from a non-local vendor, the local vendor with the lowest bid will be given the first
opportunity to match it. If this local vendor declines to match, the next local vendor whose bid is within 5% of
the lowest bid will be allowed to match it. This process will continue for all local vendors within 5% of the lowest
overall bid.
Local Vendor means a bidder that operates and maintains a brick-and-mortar business, i.e., a physical business
address within the limits of the State of Georgia, and has a current business license, has paid in full all real and
personal taxes owed to the county and state, as applicable, is considered a vendor in good standing, and can
obtain an active vendor status. Priority will be given to local vendors within Spalding County's municipal
boundaries, with second priority to local vendors within Georgia.
Sealed Bid Delivery Service(s)
If your company elects to use a delivery service (FedEx, UPS, USPS, etc.), the County assumes no responsibility
for bids received after the advertised deadline or at any office or location other than that specified herein,
whether due to mail delays, courier mistakes, mishandling, or any other reason.
If bids are delivered by any means other than hand delivery, the bidder is recommended to verify delivery. Any
bid received after the specified time and date will not be considered and may be returned unopened to the
bidder.
Permits [required]
The contractor shall be responsible for all inspections and for ensuring compliance with all federal, state, and
county laws and codes, including, but not limited to, the Georgia Asbestos Rules enforced by the Georgia EPD
(www.epd.georgia.gov/georgia-asbestos-rules), which cover asbestos notification, abatement, and disposal
requirements. The contractor shall be solely responsible for obtaining all permits, including any EPD asbestos
project notification and demolition permits required by the City of Griffin and/or Spalding County. The contract
awardee must file with the Community Development Department of Spalding County and/or the City of Griffin
Planning & Development Services Department; no permit fee is required.

Professional Licenses [required]
Because confirmed asbestos-containing material (ACM) is present at the site, the following license is required
for this project:
* Georgia Asbestos Contractor License
The bidder must be a Georgia Licensed Asbestos Abatement Firm and must provide a copy of its current Georgia
Asbestos Contractor License with its bid. If abatement work is subcontracted, the subcontractor must also be a
Georgia Licensed Asbestos Abatement Firm and provide a copy of its current Georgia Asbestos Contractor
License. Failure to provide the required license will deem the bid non-responsive.
