PURPOSE-RE-BID OF REHAB
The City of Newton is soliciting proposals from General Contractors with RRP certification for one (1) home rehabilitation located at N. Rankin Avenue, Newton. The City of Newton has received a Community Development Block Grant (CDBG) Scattered Site Housing Project to rehabilitate homes. This job originally had a bid opening date of Thursday, November 20, 2025 @2:00 PM and only one (1) bid was received.
This Re-Bid job consists of 2 trees to be removed; exterior girder replaced; guttering; installation of new windows (working with the Lead Abatement Contractor); installation of exterior doors; electrical upgrades; plumbing work; HVAC work; floor covering; interior painting as well as other carpentry work.
You will need to be a licensed contractor since the bids will most likely exceed $40,000 and could go up to $72,000 or more.
You will have to use licensed subcontractors and be responsible for their work. This program only contracts with General Contractors and not Subcontractors.
You will need to be NC RRP lead certified-firm and individual to work on this job.

Instructions to Proposers
1. Proposals will be received no later than 2:00 PM., Monday, December 8, 2025, at the Western Piedmont Council of Governments (WPCOG) office located at 1880 Second Avenue NW, Hickory NC 28601. Proposals can be e-mailed to Laurie Powell at laurie.powell@wpcog.org ; faxed to 828-322-5991, Attn: Laurie Powell mailed or dropped off at the WPCOG office-address above.
2. The City of Newton encourages small and minority owned businesses to bid on their projects.
3. There are no pre-bid or mandatory meetings for this job, but it is the responsibility of the General Contractor to make arrangements with the homeowner to visit the site to submit a bid.
