THE PROJECT OVERVIEW
Construct outdoor pickleball courts from an undeveloped clear field area into fully functional
recreational facilities compliant with USA Pickleball standards.
Project Description
The project includes the construction of (5) outdoor pickleball courts at Roy Park, 31 Rosemont Ave.
Manchester, NH 03102, including: minor drainage work, subgrade preparation, base gravel installation,
asphalt court surface installation, fencing, nets, posts, and court painting and striping, player seating
areas, ADA-compliant access pathways, construction area restoration and all other necessary items for a
functional and compliant USA Pickleball courts ready for use by the Goffstown community.
Proposal statements will be received at the Goffstown Town Hall Select Board Office, 16 Main St.
Goffstown, NH 03045 until 2:00 pm, Monday June 15, 2026.
The Town will select one company with whom it will make a good faith effort to negotiate an agreement
for the construction of new pickleball courts in Goffstown. In the event such an agreement cannot be
reached to the satisfaction of the Town, it reserves the right to terminate negotiations (with no
obligation to the selected company), and to enter into an agreement with any other party of its
choosing. The Town reserves the right to negotiate, accept or reject any and all bids, as well as waive
any informality in the best interest of the Town. Proposals which fail to address each of the submission
requirements above may be deemed non-responsive and will not be further considered.
Scope of Work: All necessary items to construct a functional and compliant USA Pickleball courts ready
for use by the Goffstown community as directed by the overall plans and details attached to this
document and the American Sports Builders Association USA Pickleball Courts Construction &
Maintenance Manual 2023.
THE CONTRACTOR SHALL BE RESPONSIBLE FOR:
Protection of work: The selected contractor shall maintain good safety protocols and take all reasonable
precautions necessary to prevent loss or damage caused by vandalism, theft, burglary, pilferage, or
unexplained disappearance of property within the areas of the project.
Erosion-control measures: Erosion control shall be installed to ensure no silt or sedimentation leaves
the site. Items such as silt logs, silt fence, mulch berms or stone check dams shall be used. A stone
construction entrance shall be installed at the entrance and exit of the work zone.
Sub-Base & Drainage Construction: The contractor shall excavate to the required sub-grade elevation
for pickleball court base gravel system. Sub-grade shall be compacted prior to installing the base
gravel/stone and Geotextile Road Base Fabric. All excess materials shall be removed from the site. All
base stone/gravel shall be installed, fine graded and compacted to the 95% maximum dry density using
a standard proctor method in accordance with standard specification.
Stormwater drainage infrastructure shall be constructed as shown on the design plan, including swales,
drain inlet basins, pipes and headwall. The area shall be graded to ensure positive drainage away from
playing surfaces and into the installed drainage infrastructure.

Pavement or Court Base System: Install asphalt to the specified gradation and thickness as detailed on
the provided plan. Ensure the play surface is free from irregularities, roughness or abrupt changes and
allows for proper slope within tolerances of the USA Pickleball sport standards. The final court shall be
free from any standing or ponding water. Proper curing time and compaction shall be provided. An ADA
compliant paved path from the parking lot to the court entrance shall also be constructed.
The finish top layer of asphalt shall be free of recycled asphalt pavement (RAP) or recycled asphalt
shingles (RAS).
Surface Coating System: Apply acrylic sport surfacing system including base coat, color coats, and
textured non-slip finish. Stripe courts to USA Pickleball regulation dimensions. Provide color selection
options (Red / Green) for Town approval prior to installation. The contractor shall test the paved surface
for any irregularities or standing water greater than 1/16" and make any minor corrections as needed
prior to applying the first layer of coating.
Fencing & Ball Containment: Supply and install perimeter fencing to code and set in concrete footings.
Include access gates with ADA-compliant hardware. All fences shall be high enough to contain all
pickleball activities.
Net Posts & Equipment Installation: Install all sleeves, posts, nets and equipment on each court. All
equipment shall follow USA Pickleball regulations. Proper net height and tension shall be verified on all
courts. Player seating shall be provided at each court location.
Area Restoration: All surrounding areas disturbed by the project construction shall be restored with fine
graded 12" screened loam and NHDOT park seed mix to stabilize and restore the area.
HEALTH AND SAFETY
The Contractor is responsible for complying with all health and safety rules, including but not limited to
all Occupational Safety and Health Association (OSHA) and State of New Hampshire requirements for
safety policies and procedures related to the scope of work.
WORK HOURS
The Contractor is prohibited from performing any work involving high noise machinery or equipment,
including starting and warming up equipment, prior to 7:00 a.m., unless otherwise approved. No work
will be permitted on Fridays after 3:00 p.m. or on weekends unless otherwise directed.

WARRANTY AND CORRECTION PERIOD
By accepting this Work, the Contractor is providing a warranty to the Owner that:
1. All work will be performed in a good and competent manner.
2. All equipment will be installed in accordance with manufacturer recommendations and
requirements such that the Owner will receive maximum manufacturer warranty protection.
3. All materials will be new and of good quality. All equipment will be new and free of defect.
4. All work will conform to the requirements of the contract documents and all applicable laws, codes,
and regulations. In addition, the Contractor shall provide an unlimited one-year warranty correction
period against all defects in workmanship, equipment, or materials, beginning at the date of final
inspection. Correction work meeting these criteria during this period shall be at the expense of the
Contractor.
CLOSEOUT DOCUMENTATION
The Contractor shall provide the Owner with two (2) copies of closeout documentation within 7-days of
project completion. The Owner reserves the right to withhold final payment to the Contractor until the
Owner is in receipt of all required documentation. The following is the list of all required closeout
documents to be submitted to Rick Wilhelmi, Director of Parks and Recreation, 16 Main Street,
Goffstown NH, 03045:
1. Warranties for all equipment.
2. In general, any product/manufacturer documentation that was provided shall be provided as part of
the closeout documents.
PAYMENT
Payment will be made once final approval has been given by our Director of Parks and Recreation.
COMPLETION DATE
The Completion Date for this project is to be determined with the winning contractor. Work to be
completed preferably by October 31, 2026.

SUBMISSION REQUIREMENTS OF SELECTED COMPANY
1. Liability Coverage
a. The Town's purchasing policy requires that vendors provide proof of liability insurance in the
amount of $1,000,000 with the Town named as an additional insured.
b. The Town's purchasing policy requires workers compensation insurance or in the case of a sole
proprietor an Independent Contractor Work Agreement (Attachment B of Town of Goffstown
Purchasing Policy attached). Proof of insurance shall be submitted with the signed contract.
c. Liability insurance and workers compensation insurance shall remain active throughout the
project. Failure to submit same may be cause for rejection.
