Evaluator for New England Heat Pump Accelerator (“Accelerator”)

This RFP is to identify an Evaluator for the New England Heat Pump Accelerator (“Accelerator”). DEEP intends to select a single Evaluator for the Accelerator for a project cycle of up to three and a half years (May 2026 – October 2029). The Evaluator will be responsible for designing and conducting market effects and process evaluations for the Accelerator. These evaluations will focus on understanding regional market transformation trends and identifying opportunities for continuous improvement for the Accelerator. An Evaluator may be a single entity or a team of organizations. If the Proposer is a team, then one entity must be identified as the program's lead or prime contractor with overall management responsibilities. The firm(s) will be selected through the process outlined by state and federal laws, regulations, and procurement practice.
