Background
Sedgwick County, located in south-central Kansas, is one of the most populous of Kansas' 105 counties with a population estimated at more than 514,000 persons. It is the 16th largest in area, with 1,008 square miles, and reportedly has the second highest per capita wealth among Kansas' counties. Organizationally, the county is a Commission/Manager entity, employs nearly 2,800 persons, and hosts or provides a full range of municipal services, e.g. - public safety, public works, criminal justice, recreation, entertainment, cultural, human/social, and education.
The Sedgwick County Facilities Department is seeking information from property owners, developers, and real estate professionals regarding available properties that may be suitable to accommodate multiple COMCARE programs in a centralized location or campus-style setting. COMCARE currently leases space in several areas generally located northwest, northeast, and southeast of downtown Wichita. Sedgwick County is evaluating opportunities to consolidate these programs, along with COMCARE administrative offices, into one or more facilities, which may include a single building, two (2) separate buildings, or multiple buildings in close proximity, to improve operational efficiency, coordination of services, and long-term facility planning.
Project Objectives
Sedgwick County, Kansas, hereinafter referred to as "County," is seeking information from qualified property owners, developers, brokers, real estate professionals, or other interested parties regarding potential real estate solutions for COMCARE programs and administrative offices. The following objectives have been identified for this Request for Information:
Identify available or potential properties, including single-building or multi-building options, that may accommodate COMCARE programs and administrative offices in one (1) centralized location, two (2) locations, or a campus-style setting.
Gather information regarding possible purchase or other real estate options that may support the County's operational and long-term facility needs.
Evaluate general market availability, location, facility configuration, site characteristics, estimated costs, and other relevant factors.
Identify options that may improve operational efficiency, service coordination, accessibility, client experience, staff functionality, and long-term value to the County.
Use information received to assist the County in determining whether to proceed with a future solicitation, real estate negotiation, purchase, or other action.
This Request for Information is intended to assist Sedgwick County in identifying potential real estate opportunities that may be suitable for consolidating or co-locating multiple COMCARE programs and administrative offices. The County is interested in receiving information regarding existing buildings, campus-style properties, or other real estate solutions that may meet COMCARE's operational needs.
Potential properties or solutions may include, but are not limited to:
A single building with more than one (1) public entrance capable of housing multiple COMCARE programs and administrative functions.
Two (2) separate buildings that collectively accommodate COMCARE programs and administrative functions.
Multiple buildings located in close proximity to one another that could function as a campus or coordinated service location.
Existing facilities available for purchase.
Properties that could be renovated, expanded, or redeveloped to meet the County's needs.
The County is seeking information only at this time. This RFI does not constitute a solicitation, contract, purchase offer, or commitment by the County to proceed with any specific property, respondent, or real estate transaction.
Mandatory Project Requirements
Respondents should identify properties or real estate solutions that meet, or could reasonably be modified to meet, the following minimum considerations:
Property must be located within Sedgwick County, Kansas, preferably within or near the Wichita metropolitan area.
Respondent must be the property owner, authorized representative, broker, or other party with sufficient authority to provide information regarding the property or proposed solution.
Property or proposed solution must have the potential to support office, clinical, counseling, administrative, client service, meeting, training, and support functions.
Property must have adequate or expandable parking capacity for staff, clients, visitors, and service vehicles.
Property must have reasonable access to major roadways and public transportation.
Property must be capable of complying with applicable zoning, building code, life safety, and accessibility requirements.
Respondent must provide sufficient information for the County to evaluate the general feasibility of the proposed property or solution.
Program Configuration and Approximate Space Needs
Single-Building Option
A single-building proposal should provide approximately 88,728 square feet of program floor area and accommodate approximately 314 parking spaces. The building must be capable of providing separate and identifiable public entrances, circulation, waiting areas, and program areas for adult and children's services.
Two-Building or Multiple-Building Option A two-building or multiple-building proposal should accommodate the following program groupings. Administration may be assigned to either building based on the proposed operational configuration:
Respondents should identify the proposed allocation of COMCARE programs by building, the square footage available in each building, parking capacity serving each building, and any anticipated renovations, site improvements, or operational limitations.
Desirable Project Requirements
The County is particularly interested in properties or proposed solutions that include one or more of the following:
Centralized location with convenient access for clients, staff, and partner agencies.
Ability to accommodate multiple COMCARE programs in one (1) building or in a campus-style setting.
Flexible floor plan that can support both public-facing and staff-only functions.
Ability to provide appropriate separation with a minimum of two (2) public entrance areas, clinical/service areas, administrative areas, and secure staff areas.
Existing or feasible technology infrastructure, including data, fiber, telecommunications, security, and access control systems.
Adequate building systems, including HVAC (heating, ventilation, and air conditioning), electrical, plumbing, fire protection, and life safety systems.
Availability within a timeframe that supports County planning needs.
Cost-effective purchase or solution that meets the requirements of this RFI.
Proximity to complementary public services, health services, transit routes, or other community resources.

Number of buildings, floors, suites, or separate spaces.
Parking capacity.
Current zoning.
Availability date or estimated timeline for availability.
Whether the property is available for purchase or other arrangement.
Part C - Facility and Site Characteristics
Please describe:
Building age and general condition.
Major building systems, including HVAC, electrical, plumbing, fire protection, life safety, security, and technology infrastructure.
ADA accessibility.
Access to major roadways and public transportation.
Site access, circulation, and parking configuration.
Known environmental, zoning, code, title, covenant, or building condition concerns.
Potential for renovation, expansion, reconfiguration, or future growth.
Part D - Suitability for COMCARE Programs
Please describe how the property or proposed solution could support:
Multiple COMCARE programs and administrative offices.
Public/client access.
Staff access and secure areas.
Clinical, counseling, office, training, meeting, records, storage, and support spaces.
Separation of public, client, and staff areas.
Operational efficiency and coordination of services.
