INVITATION TO BID


Separate sealed bids for the construction of W.O. 26-04: 3rd Ave. N. ADA and Storm Rehab will be received by the Billings City Clerk, 316 N. 26th Street, Billings, MT 59101, P.O. Box 1178, Billings, MT 59103, or For security reasons, you must enable JavaScript to view this E-mail address. until 2:00 p.m. local time on Tuesday, June 2nd, 2026, and then publicly opened and read aloud.  The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.


The project consists of: Removing and replacing non-compliant ADA ramps with ADA-compliant ramps at the intersections of 3rd Ave. N. with N. 20th S.t, N. 19th St., N. 18th St., and N. 17th St. The work also includes removal of existing Type I inlets and associated storm drain piping to the manholes, and installation of new storm drain piping and Type II inlets at these intersections. The work also consists of the installation of sidewalk on the North part of the street on 3rd Ave. N. between N. 14th St. and N. 13th St.

There will be a non-mandatory Pre-Bid Conference at 3:00 p.m. on Tuesday, May 26th, 2026, at the Office of the City Engineer, 316 North 26th Street, 5th Floor, Billings, MT 59101. Interested

CONTRACTORS are encouraged to attend in-person.


CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011.  Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana.  The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid.  Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount.  Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.  Bids submitted via email shall have the bid bond scanned and included with the bid.  Bids submitted via mail or hand delivered shall have any of the bid securities included.



No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, June 2nd, 2026.
