Description:

The City of Attleboro, MA is seeking proposals for a part-time CFO/Financial Management Consultant to assist in overseeing the financial management operations of Capron Park Zoo and related matters as directed by the Park Superintendent and the Director of Budget and Administration. These services should include, among other services described in this RFP, the following:

  • Direct on-site services that enable the consultant to oversee the zoo’s financial management; including reviewing all purchase orders, invoices, revenues, expenses, and budgets of Capron Park Zoo;
  • Explore and assist in pursuing opportunities to increase revenues and reduce operating costs;
  • Monitor supply inventories;
  • Provide a cost analysis of the zoo’s staffing, maintenance, equipment, materials, and facility needs;
  • Work with the Director of Budget and Administration and Park Superintendent to plan for facilities repair and improvement projects.

A contract will be awarded to the proposer whose submission best meets the scope of services and qualifications outlined in this Request for Proposal and who agrees to the terms outlined in the sample contract provided.

Qualifications:
Minimum Quality Requirements
1. The consultant must have a minimum of 10 years’ experience that includes financial management experience for a Massachusetts City or Town.
2. The consultant must be able to devote sufficient time to accomplish tasks on a timely basis. On average, the City or Town estimates that tasks assigned will require 15-20 work hours (in-person) per week.
3. The consultant must be located in reasonable proximity to Attleboro to allow on-site work as required. The City or Town will not compensate the consultant for travel time to and from the City or Town Offices.
4. The consultant must be available to work for this City or Town up to 1200 hours per calendar year.
Special Requirements:
Provide One original, Two copy's and one labeled thumb drive of the proposal.
The Technical Proposal and the Price Proposal must be in separately sealed envelopes. Both envelopes may then be placed together in a single outer envelope for submission.
