The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
Amendment FA822026DS01 0001 on 7 October 2025 updates the attached SOW and requests feedback and input on the SOW from industry. Please note: this is an RFI and not a formal RFP.
Objective
The Legacy Training Aircraft International Branch is exploring the market for qualified companies to provide shipping of CAD/PAD items, specifically thermal batteries. The effort includes picking up from the foreign partner location as stated in the PWS and delivery to Hill Air Force Base, Utah. This is a one-time requirement.
The recommended North American Industry Classification System (NAICS) code for this action is 484230. All prospective contractors shall be registered in the System for Award Management (SAM) database to be awarded a Department of Defense (DoD) contract. Note: the NAICS code for this requirement, if applicable to the company's capabilities, should be included in the company's NAICS code listing in SAM. If there is an alternate NAICS code for this effort, please provide that suggestion
Direct and concise responses are required and should clearly demonstrate your ability to meet the stated requirements. Recent relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements, including joint ventures, should be clearly delineated. Marketing material is considered an insufficient response to this RFI.
This effort requires the contractor to obtain all the licenses and permit necessary to facilitate shipment of hazardous goods into the United States, ensure assets are properly packaged and labeled according to regulations, arrange for pick up and transport of assets, maintain proper chain-of-custody, coordinate customs and inspections and import duties or taxes as required.
Company Response
It is advised that you provide a sufficient response to all capability questions to allow the USG to appropriately assess your capabilities; however, consideration will be made if your company is capable of performing only specific portions of the consolidated requirement. If your company's response is for only portions of the effort, please submit a response that includes the areas your company is capable of performing and how your effort could be integrated into the overall requirement.
Capability Survey
In response to this RFI, please use the following questions as thought process for performing any potential contract with your company/institution and with any teaming or joint venture partners.
1. Describe your company's past experience on previous projects (no more than three examples) similar in complexity to this requirement.
2. Describe your specific capabilities of working with Foreign Military Sales (FMS) contracts in the past and registration with the Department of State (DoS) for import and export of materials.
