Solicitation Summary
PURPOSE:
The Maryland Environmental Service is soliciting competitive sealed bids from qualified Contractors to provide supply line cleaning, inspection, and repair services primarily to the Hawkins Point Hazardous Waste Landfill , 5501 Quarantine Road, Baltimore Maryland, and the
Dundalk Marine Terminal , 2700 Broening Highway, Baltimore Maryland
.
This is a Multi-Step Seal Bid COMAR 21.05.02.17. Definition. "Multi-step sealed bidding"
means a two-phase process in which bidders submit unpriced technical offers or
samples, or both, to be reviewed by the State and a second phase in which those bidders whose technical offers or samples, or both, have been found to be acceptable during the first phase have their price bids considered.

NOTE:

). Mailed, Emailed, Faxed, or Hand Delivered (paper) bids will not be accepted. Requested Information on the MES Procurement Portal must be submitted on or before the bid due date, Submission option will not be available after the bid due date. Bidders may follow-up with the procurement department

to determine if their Bids were received on time.
Conditioning a bid or proposal or any other MES solicitation or bidding document will deem your bid or proposal non-responsive and not be accepted COMAR 21.05.02.22.
Bids will be opened electronically in public at the date and time specified in the solicitation. Bidders can attend the bid opening through the shared link provided in this solicitation.
