1. Introduction
Metrix Management, acting as the Construction Manager for the Garden City
Fire Station Renovation Project, invites qualified Electrical contractors to
submit sealed bids for furnishing all labor, materials, equipment, and services
necessary to complete the Electrical scope of work on a T&M basis in
accordance with the project plans, specifications, and applicable codes. This
solicitation is issued to ensure competitive bidding, transparency, and
compliance with municipal procurement standards.
2. Project Overview
The Garden City Fire Station Renovation involves the modernization and
expansion of existing facilities to enhance operational efficiency, improve
energy performance, and support public safety.
3. Scope of Work – Electrical Services (T&M)
Provide all labor, materials, equipment, supervision, and incidentals on a time and
materials basis to perform Electrical work for the fire station project as directed by
the construction manager or its staff. Scope may include, but is not limited to,
rough-in and installation of conduit, wiring, boxes, devices, lighting, controls,
panels, disconnects, and related components, as well as modifications, additions,
troubleshooting, and coordination with other trades. All work shall be performed in
accordance with applicable codes, standards, and project requirements.
Labor and materials shall be tracked and billed at agreed-upon rates, with detailed
daily reports submitted documenting personnel, hours worked, tasks performed,
and materials used. Contractor shall provide all necessary tools, testing equipment,
lifts, and safety measures, maintain a clean and safe work area, and leave all
systems in safe, operable condition at the completion of each work activity.
General Requirements:
Electrical contractors shall perform all work on a time and materials basis as
authorized by the construction manager or staff. Contractors shall be required to
review site conditions prior to commencing work and coordinate all activities with
other trades and field superintendents to avoid conflicts or delays. All electrical
work shall comply with the latest adopted NEC, local authority requirements,
utility company standards, and manufacturer installation instructions.
Contractors shall provide qualified, licensed supervision and electricians, maintain
required insurance, and comply with all MIOSHA and site-specific safety
requirements. Daily time and material tickets shall be submitted for approval,
clearly identifying labor classifications, hours worked, work performed, and
materials installed. Contractor is responsible for maintaining a clean work area,
protecting adjacent work, removing debris generated by its operations, and leaving
all systems safe and functional at the end of each workday.
Bid Submission Requirements:
Bidders shall submit their proposal to include:
1. A preliminary project schedule. Expectant start date and availability in 2026.
2. Qualifications and relevant project experience (fire stations,
municipal facilities preferred).
3. References for at least 3 completed projects of like size/scope.
4. Complete and submit the bid form attached to this solicitation
Schedule:
A pre-bid site walkthrough will be held on Monday, December 22nd, 2025, at
12:30 pm at the Garden City Fire Station, located at 6000 Middlebelt Rd.,
Garden City, MI, 48135 in the rear parking lot. Attendance is not required
for bid consideration although it is highly recommended for this project.
All requests for information (RFIs) shall be submitted via email to Mike at
Metrix Management no later than Tuesday, December 30th, 2025, by 12p
(Noon). Responses will be distributed to all bidders.

All proposals must be submitted as outlined in the Bid Solicitation by January
5th, 2026, at 12p (Noon) to be considered. Late bids will be rejected with no
exception.
Administrative Requirements:
• All bids must be submitted in a sealed envelope clearly labeled:
“T&M Electrical BP2 – Garden City Fire Station Renovation.”
• Late bids will not be accepted.
• The Construction Manager and Owner reserve the right to reject any or
all bids, waive irregularities, and accept the bid deemed most
advantageous.

INSTRUCTIONS TO BIDDERS
Defined Terms
Disputes with respect to the definitions of any terms shall be resolved by Metrix Management.,
(“CONSTRUCTION MANAGER”). The term “Successful Bidder” shall mean the qualified Bidder
but not necessarily the lowest Bidder to whom The City of Garden City (“OWNER”) (on the basis of
OWNER’s and CM’s evaluation) makes an award.
Bid Submission Requirements
1. All Bidding Documents are available through the CONSTRUCTION MANAGER.
2. OWNER and CONSTRUCTION MANAGER, in making copies of Bidding Documents
available on the above terms, do so only for the purpose of obtaining bids for the work and do
not confer a license or grant for any other use of the Bidding Documents by the Bidder.
3. Bids must have detailed breakdown of costs (labor, materials, equipment, and unit pricing
where applicable).
4. The Construction Manager and Owner reserve the right to reject any or all bids, waive
irregularities, and accept the bid deemed most advantageous.
Qualifications of Bidders
To demonstrate qualifications to perform the work, each Bidder must be prepared to submit, within five
(5) days of OWNER’s or CONSTRUCTION MANAGER’s request, written evidence of any
information deemed necessary by the CONSTRUCTION MANAGER for bid evaluation, including,
but not limited to, previous experience (upon request), evidence of authority to conduct business in the
jurisdiction where the project is located or covenant to obtain such qualification prior to award of the
contract. Failure to submit any such data within the five (5) day period shall give the OWNER and the
CONSTRUCTION MANAGER the right to finally reject the CONTRACTOR’s bid.
Examination of Contract Documents and Site
1. Before submitting a bid, each Bidder must (a) examine the Contract Documents thoroughly;
(b) visit the site to familiarize itself with local conditions that may, in any way, affect cost,
progress or performance of the work; (c) familiarize itself with federal, state and local laws,
ordinances, rules and regulations that may, in any way, affect cost, progress or performance of
the work; and (d) study and carefully correlate Bidder’s observations with the Contract
Documents.
