Description:

Aiken County will construct a clinic specifically for the provision of low-cost spay and neuter services for pets in an effort to better control the overpopulation of unwanted animals. For this reason, Aiken County is requesting qualifications from design firms so a suitable firm can be select. The clinic is proposed to be located on County-owned property at 641 May Royal Drive in Aiken. This is a large parcel, but the proposed location is on the specifications along with a “concept drawing”. The approximate size of the facility is 50’ X 75’ or 4,000 SF. The parking area will be paved and have the appropriate number of spaces per the building code.

REQUEST FOR QUALIFICATIONS
DESIGN OF SPAY-NEUTER CLINIC FOR ANIMAL SERVICES
AIKEN COUNTY, SOUTH CAROLINA

Overview: Aiken County will construct a clinic specifically for the provision of low-cost spay and neuter
services for pets in an effort to better control the overpopulation of unwanted animals. For this reason,
Aiken County is requesting qualifications from design firms so a suitable firm can be selected.
Project Information: The clinic is proposed to be located on County-owned property at 641 May Royal
Drive in Aiken. This is a large parcel but the proposed location is attached. The approximate size of the
facility is 50’ X 75or 4,000 SF. The parking area will be paved and have the appropriate number of spaces
per the building code.
Firm Requirements: Each firm should provide the requested information or address the points below.
These points can be included as a list or in a narrative for each named project your company has
completed.
1. Short biographies of key members of your firm, their proposed role in the design of our facility and
their experience with the same or similar facilities.
2. Examples of the designs, layouts, conceptual drawings and/or photos of finished projects of the same
or a similar nature. Include the location of these projects, organization for which they were designed, the
size of the facility and the exact function of the facility.
3. Estimated days until the start of the design after the project has been awarded.
4. Estimated number of days to have the design completed.
References: Submit at least four (4) references for past projects, to include the organization name, a
contact name with that organization, a phone number and an email address.
Guidance: The chosen firm will be guided by a County team consisting of County staff as well as volunteers
from our Friends of the Animal Shelter support group. Several of these volunteers include practicing
veterinarians and their concept sketches are included to give each firm an idea of the propose layout of
the clinic.
Evaluation of Qualifications: This Request for Proposals process will be done in accordance with the Aiken
County Procurement Code. Submitted qualifications will be evaluated by a team selected by the Aiken
County Administrator, and individual on that team will each score the submissions. The scores will be
tallied and the committee will choose a firm to forward to County Council for final approval. In extreme
cases the County reserves the right to take no action if it chooses but we do not anticipate that situation
for this project.
