Downtown Rail Corridor Safety Planning Project

Notice is hereby given that the City of Laredo is accepting Statement of Qualifications (SOQs) from qualified firms interested in providing professional services for Project Management and Administration of the Downtown Laredo Rail Corridor Safety Planning Project. The Downtown Laredo Rail Corridor Safety Planning Project (Project) is a highway-rail grade crossing improvement project, including installation, repair, or improvement of grade separations, railroad crossing signals, gates, and related technologies, highway traffic signalization, highway lighting and crossing approach signage, roadway improvements such as medians or other barriers, railroad crossing panels and surfaces, and safety engineering improvements to reduce risk. The Project will support planning activities for 31 at-grade crossings in the City of Laredo, which will be improved through the construction of two grade separations, five crossing closures, nine crossing signal installations and roadway improvements, including medians, and 15 roadway-only improvements.

This solicitation will follow policies and procedures related to the procurement of goods and services with Federal funding, State of Texas and/or local sources.

Interested firms shall familiarize themselves with conditions relating to the scope, specifications,and restrictions regarding the execution of work to be performed under the necessary contract. It is the firm’s responsibility to obtain any additional information it deems necessary to submit in its RFQ proposal, as well as in the performance of the contract. Selection of the most highly qualified professionals will be based upon demonstrated competence, detailed credentials and a statement of qualifications as set forth in this solicitation. Consultants are cautioned to refer to other sections of this RFQ packet forfurther details. Professional Service Agreement will be issued for the project upon funding available.

The accompanying RFQ with its terms, conditions, attachments and all other forms in this RFQ package are due by or before 4:00 P.M. (CentralTime) on September 18, 2025 . RFQ’s received after the due date and time will not be accepted. All RFQ submissions meeting ther equired deadline will be read publicly at the City Secretary’s Office via teleconference on September 19, 2025, at 10:00 A.M. (CentralTime) in accordance with City of Laredo Purchasing Policies and Procedures.

RFQ’s will be received at the City Secretary’s Office or electronically through Cit-E-Bid up to the time before they are due. Hand delivered RFQ’s are to be submitted in a sealed envelope clearly marked with the following:

City of Laredo reserves the right to waive any informality or to reject any or all proposals. Alteration or modification of the Proposal Forms shall be cause for rejection of the Proposal. Responses that do not comply with the requirements of the RFQ may, at the City's sole discretion, be deemed non-responsive.

A pre-response conference will be held at the Engineering Department located at 1110 Houston Street (2nd Floor) on Wednesday, August 20, at 2:00 PM. Interested firms may also join virtually through Webex meeting.
