Notice is hereby given that the City of Laredo is accepting Statement ofQualifications (SOQs) from qualified firms interested in providing professionalcivil engineering, and surveying services, by Texas licensed professionals, including but not limited to prepare surveys, preliminary design, final design, construction documents, procurement services, bid documents, specifications, cost estimates, construction administration and project acceptance for the completion of the Buenavista ROW Dedication Plat located at Buena Vista Sports Complex. Consultants are cautioned to refer to other sections of this Request for Qualifications (RFQ) packet for further details.

This solicitation will follow policies and procedures relatedto the procurement of goods and services with Federal funding, State of Texasand/or local sources.

Interested firms shall familiarize themselves with conditions relating to the scope, specifications,and restrictions regarding the execution of work to be performed under thenecessary contract. It is the firm’s responsibility to obtain any additional information it deems necessary to submit in its RFQ proposal, as well as in the performance of the contract. Selection of the most highly qualified professionals will be based upon demonstrated competence, detailed credentials and a statement of qualifications as set forth in this solicitation. Consultants are cautioned to refer to other sections of this RFQ packet for further details. Professional Service Agreement will be issued for the project upon funding available.

Theaccompanying RFQ with its terms, conditions, attachments and all other forms in this RFQ package are due by or before 4:00 P.M. (CentralTime) on September 4, 2025 . RFQ’sreceived after the due date and time will not be accepted. All RFQ submissions meeting therequired deadline will be read publicly at the City Secretary’s Office viateleconference on September 5, 2025, at 10:00 A.M. (CentralTime) in accordance with City of Laredo Purchasing Policies and Procedures.

RFQ’s will be received at the City Secretary’s Office or electronically through Cit-E-Bid up tothe time before they are due. Hand delivered RFQ’s are to be submitted in a sealed envelope clearly marked with the following:

City of Laredo reserves the right to waive any informality or to reject any or all proposals. Alteration or modification of the Proposal Forms shall be cause for rejection of the Proposal. Responses that do not comply with the requirements of the RFQ may, atthe City's sole discretion, be deemed non-responsive.

Formal questions related to the RFQ may be submitted through Cit-E-Bid or by email: edelossant@ci.laredo.tx.us and lllopez@ci.laredo.tx.us with subject title: "RFQ FY25-ENG-37" no later than Tuesday, August 26, 2025,at 12:00 P.M. (CT). Questions received after this date may not be responded prior to the required submittal deadline.

A pre-response conference will be held at the Engineering Department located at 1110 Houston Street (2nd Floor) on Tuesday, August 19, 2025 at 10:00AM. Interested firms may also join virtually through Microsoft Teams meeting.

​Local participation is encouraged, and the City of Laredo reserves theright to reject any or all proposals received, award one or more contractsbased on specific tasks, to award a contract to the principal company submitting their statement of qualifications, or to a secondary firm named therein, and to award contract only upon availability of funding.
